Background:
International Medical Corps is a global, humanitarian, non-profit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. In Lebanon, International Medical Corps works to ensure access to quality health services for Syrian refugees, vulnerable Lebanese and other persons of concern by supporting a network of about 50 primary healthcare clinics and dispensaries across the country.
In order to monitor the performance and effectiveness of the programs, and to improve the delivery of future projects, the MEAL department is responsible for designing and implementing the M&E activities of the project; monitoring the project activities on a regular basis, preparing reports on project progress, ensuring accountability and collection & analysis of different data in relation to the project activities.
Job Purpose:

The Accountability Officer is responsible for ensuring mechanisms in place at IMC are being implemented across program to fulfill IMC’s minimum accountability standards especially in regards to information sharing, beneficiaries’ participation, complaints and response mechanism, and accountability in monitoring and evaluation. The Accountability Officer will be the primary support person for implementing the Community Based Complaints and Feedback Mechanism as the first point of contact for beneficiary complaints. S/he will build capacity of program staff to ensure the integration of accountability best practices in project design implementation and will coordinate closely with M&E, program, and senior management staff to ensure that beneficiary complaints and feedback are properly addressed.
Main Responsibilities:
- Ensure feedback is received regularly from the field offices through various channels (What’s app, Emails, Hotline, Feedback Forms) and is entered promptly into the database.
- Maintain overview of/coordinate the implementation of the accountability work plan by accountability focal points and other International Medical Corps and partner staff.
- Monitor, evaluate and support implementation of accountability initiatives & practices across the country mission.
- Review, process and analyze entered data and identify significant issues of concern.
- Build capacity of respective field staff – Conduct training sessions for staff on the Feedback & Complaint mechanism.
- Supervise the accountability assistant and ensure accurate follow-up on complaints/feedback received.
- Gather beneficiary feedback (including focus group discussions, individual interviews, etc.) regarding the way in which complaints and feedback is collected, as well as the best means of follow-up.
- Adhere to organizational standards and policies and IMC’s Code of Conduct.
- Ensure accountability features in, and is resourced in, all new proposals.
- Ensure adequate information sharing across all catchment areas.
- Any other task as assigned by the supervisor.
Essential Qualifications:
Degree in Social Work/Social Sciences or equivalent
Essential Experience:
2-3 years of experience
Essential Competency:
- Excellent verbal communication skills especially in Arabic
- Strong written and spoken English
- Good knowledge in Microsoft tools
- Knowledge of quality and accountability initiatives, codes of conduct, principles and standards commonly used in the aid sector
Desirable Competency:
Training development and facilitation skills desirable
