TIF - Legal and Regulatory Policy Specialist

Project Background:

The USAID/Lebanon Trade and investment Facilitation (TIF) Activity will facilitate the export of Lebanese goods and services to generate foreign exchange through investments and business enabling environment reform that simultaneously promote job creation, income generation, and improved livelihoods throughout the country. TIF has three objectives: 1) increased exports of Lebanese goods and services, 2) investment facilitation leading to increased domestic investment, and 3) improved business and investment enabling environment (BIEE). Communicating results through outreach and sharing knowledge with private and public sectors is a crosscutting objective.

The Legal and Regulatory Policy Specialist , under the supervision of the Legal and Regulatory Policy Manager will develop and organize the implementation of each objective.

Collaborate closely with Legal and Regulatory Policy Manager Lead to implement Objective 3 strategies:

• Assist with co-creation exercises with key partners to develop sector strategies/action plans.
• Assist in drafting, reviewing and validating concept notes.
• Assist in raising awareness on the BIEE issues of different sectors.
• Assist in strengthening TIF target sectors’ capacity to advocate for BIEE reforms. 
• Follow-up on the implementation of projects presented by partners as per donor requirements.
• Set, assist in arranging, and moderating workshop and webinar discussions with pre-identified key stakeholders to came up with holistic implementable strategies and selected policy reforms.
• Contribute to the final reports on the followed process and outcomes.

• Contribute to the development of a Strategic Action plan on BIEE reforms by sector/selected subsector if requested by stakeholders.
• Provide the MEL team with assistance to establish the baseline value of TIF selected sectors.

• Other tasks as required.

• Bachelor’s degree or equivalent in business or law
• At least 7 years of professional experience.
• Experience working on development projects.
• Strong interpersonal and communication skills and ability to liaise with diverse stakeholder groups.
• Strong communication skills - both written and oral – in English and Arabic.
