General Background
There are currently around 900,000 Syrian refugees registered with UNHCR in Lebanon, which makes Lebanon the one of the highest refugee-hosting country per capita in the world. There are no approved camps in the country and refugees are spread over 1,750 localities. The refugee response is led by the Government and local actors, supported by the international community.
As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field to support the Government.
The structure brings together 13 UN agencies, 60 national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response while UNDP facilitates the resilience and stabilization component.
Through inter-agency coordination mechanisms, 9 sectors have been established in Lebanon, with UNHCR leading or co-leading the Protection, Basic Assistance, Shelter, and Health sectors. UNHCR is also providing information management support to all. The Office has grown substantially in the past years. Aside from the Branch Office in the capital city of Beirut, UNHCR has three sub-offices in Zahle, Mount Lebanon and Tripoli and one Field office in Tyr (South), and one field unit in Qobayat under the Tripoli Sub-Office.
Each of the SO/FO has a Registration unit to follow-up on the Reception center tasks including daily interview, Call center and filing activities. The Senior Registration Assistant will be one of FO Tyr Registration unit staff members .
Purpose and Scope of Assignment
The Senior Registration Assistant is a member of the Registration team. The incumbent is responsible for supporting all activities related to registration, which may also include functions related to reception, filing and data management. S/he provides counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR's registration procedures and their rights and entitlements. S/he liaises closely with protection staff and partners to ensure timely identification and referral of persons of concern (POC) for protection follow up. The Senior Registration Assistant may assist in compiling and analysing information related to registration activities in the Operation and may provide interpretation and/or translation services in cases for which s/he has the required language competencies. S/he supports caseworkers in conducting interviews on complicated cases, notably SGBV, child spouses, non-Syrians, undocumented persons, stateless persons, movement restrictions, detention and cases with civilian character triggers.
The incumbent will be expected to assist in preparing mid-year and end year quality control reports, and to provide mentorship, guidance and constructive feedback to Registration Assistants under his/her supervision ensuring Registration Assistants (case workers) reach desired target with the desired quality. The incumbent is required to have strong English drafting skills and to be a proactive and flexible team worker with the ability quickly adapt to a fast-paced work environment.
Monitoring and Progress Controls
Assist in the implementation of registration strategies and methodologies for POC.
Conduct registration interviews when required in accordance with registration standards and guidance.
Provide counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR's registration procedures and their rights and entitlements.
Maintain accurate and up-to date records and data related to all individual registration cases.
Identify persons with specific needs and ensure timely referral to protection follow-up as required.
Collaborate with protection staff and/or partners in the delivery of assistance and programming, including provision of identity and entitlement documentation.
Draft correspondence and reports relating to registration activities in the Operation, when required
Provide statistics and draft reports related to registration data, as requested.
Act as interpreter and translator when needed.
Refer cases to other units within the office and to implementing partners as necessary.
Draft and submit reports and statistics related to registration.
Perform other related duties as required

Completion of the Secondary Education with post-secondary training/certificate in Social science, Statistics, Mathematics, Information Technology, or related fields.

Relevant Job Experience
Essential:
2 years relevant experience with High School Diploma; or 1 year relevant work experience with Bachelor or equivalent or higher.
Excellent knowledge of English and local language
Good computer skills, particularly in data management.
Desirable:
Training in basic principles of international protection.
Past training in UNHCR's registration proceedures.
Experience in working with UNHCR's databases, such as proGres, EfA, and RAIS
