Beirut program coordinator

 Job Summary

Since the blast, Concern has been developing a suite of projects based in Beirut, mainly (bit not exclusively) focusing on migrant workers, but with a view to establish a secure foothold in Beirut and develop a suite of projects that can be scaled up as the context declines. In this sense the programme can be seen as a preparedness action.

The programme consists of the following:

Already running:

 Migrant-led advocacy, focusing on developing a distinctive migrant ‘voice’, key messages and strategy to be supported (taking the lead of the migrants themselves)

 Capacity assessments / networking with migrant-led initiatives, aiming towards having the funds to support a capacity strengthening process with them, including addressing issues related to registration

 Outreach and referrals: identifying need, identifying service providers, and making the connections. All referrals tracked to feed into advocacy processes

 Migrant protection: a transitional shelter for homeless migrants who need a place to stay while awaiting repatriation.

 MSME research: to answer the question “What can an INGO (like Concern) do to assist Lebanese urban MSMEs avoid closure – and thus maintain employment opportunities for the extreme poor – in a context of severe economic decline and high inflation rates?”

 Children of migrants research: to answer the question “What is the situation of children of migrant workers and their immediate families?”

 

Duties and Responsibilities

Management

 Overall management of, and responsibility for, the Concern Beirut team

 Directly manage all the project managers in Beirut, advocacy project manager, Protection and PSS officer, Beirut MEAL officer and the two outreach officers

 Ensure that all members of the Beirut programme are treated with respect, listened to, encouraged to learn and develop, and pull together as a team

 Ensure all projects are run to the highest possible quality, on time, with correct budget management, ensuring correct adherence to reporting schedules, and following the principles of solidarity, anti-racism and gender transformation at all times

 Ensure feedback and complaints systems are appropriately designed, functioning and responsive in all activities without exception

 Ensure that relationships between the Beirut programme and Concern’s Lebanon Country Office (Tripoli) are maintained and beneficial

 

Resource mobilisation, context analysis and strategy development

 Clarify Concern’s strategic approach to working in Beirut with regards to integrated sectoral approaches, targeting, ways of working with others; combining migrant protection with urban livelihoods so as to create a shock responsive easy-to-scale-up urban programme targeting the extremely poor/vulnerable

 Continually monitor and analyse the evolving national, Beirut, political, economic, conflict and security context and use this information to continually adapt the Beirut programme to fit

 Develop additional projects that fit into Concern’s Beirut strategy, aiming to have all components of the strategy funded

 

Interaction with Concern

 Closely coordinate all activities with the Programme Development and Quality Coordinator, Human Resources Manager, Logistics Manager, Country Finance Controller, MEAL Manager, Livelihoods PM, Protection PM and Country Director

 Maintain close relationships with relevant Technical Advisors (eg Protection, Equality, Social Protection, Nutrition etc), Regional Director and Desk Officer in Dublin

 

Partnership, networking, representation

 Ensure respectful interaction with migrant-led initiatives under the principles of solidarity

 Develop strategic partnerships with relevant actors for consortia or collaborations.

 Develop networks with donors, coordinators, peer NGOs, CSOs and other actors pertinent to the suite of projects in Beirut (protection, migrants workers, urban livelihoods, food security, nutrition)

 Represent Concern at selected and pertinent coordination groups, conferences, media etc where relevant

 

Skills, Qualifications, Experience and Attitude Required

 

Education, Qualifications & Experience Required:

Necessary:

 At least 15 years’ experience in humanitarian programming, especially in protracted crises

 Proven experience in both short term emergency responses and longer term programming, and an understanding of the interactions between these modalities

 Proven experience and understanding of Lebanon

 Proven experience in human resource management

 Proven experience in context analysis, strategy development, programme design and proposal writing

 Proven experience working in partnership with other independent CSOs or NGOs

 Fundamental agreement and ethical buy-in to the principles of solidarity, anti-racism, feminism, equality and impartiality, with an acceptance that any discriminatory behaviour of any kind based on nationality, legal status or gender is the grounds for immediate dismissal

 Fluency in English, both written and spoken.

 

Preferred:

 Prior experience working with migrant workers in Lebanon

 Prior experience working with INGOs
