1. Role and responsibilities:
The Shelter and Settlements Officer is responsible for the implementation of Shelter and WASH activities, including minor repairs, minor rehabs, major rehabs (structural stabilisation), reconstruction and infrastructure upgrades.
The Shelter and Settlements Officer will report to the Shelter and Settlements Coordinator on regular basis, regarding progress, challenges or any other issues related to the implementation of activities
Generic responsibilities:
- Ensure adherence to NRC policies and donor requirements
- Implement delegated Emergency Response portfolio according to plan of action
- Prepare and develop status reports as required by line manager
- Ensure proper filing of documents
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
- Promote and share ideas for technical improvement
- Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator.
- Carry out related mainstreaming of protection in programme daily implementation as per the set NRC’s Protection mainstreaming guidelines, and ensure reporting any breaches/concerns for proper action.
Specific responsibilities:
- Lead technical assessments of housing rehabilitation and upgrades, totally destroyed buildings, in line with NRC’s project criteria, in order to support assessments and any other intervention
- Work with the Shelter and Settlements Coordinator on the implementation of projects including properties selection, meeting with beneficiaries, assessments, monitoring, distribution, etc.
- Produce accurate drawings, reports, measurements (BoQs) and/or photographs as evidence of a technical assessment.
- Act responsibly and communicates respectfully with home owners to give a clear and accurate picture of the households’ past, current and future situation.
- Explain the NRC assessment and selection process well to owners who do not fall within the project criteria.
- Ensure the appropriate documentation is in order for beneficiary contracts and subsequent payments.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
- BML Programme teams
- Beneficiaries
- Community focal points
2. Competencies:
Professional competencies:
- Master/ Bachelor degree or equivalent in Engineering or Architecture.
- Minimum 2 years of relevant job experience in a similar role, preferably within the humanitarian sector
- Previous experience from working in complex and volatile environments
- Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
- Proficiency in AutoCAD or ProgeCAD
- Fluency in English and Arabic, both written and verbal
