1. Background

In the framework of the Lebanese German cooperation between the government of Lebanon and the government of Germany, Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) in close cooperation with the Lebanese partner ministry “Ministry of Social Affairs” (MoSA) is implementing the “Local Development Programme for Deprived Urban Areas in North Lebanon” (UDP_NL). The programme is commissioned by Federal Republic of Germany and co-financed by the European Union.

The North Lebanon Local Development Programme for Deprived Urban Areas (UDP_NL) proposes as an overall objective to contribute to political stability in North Lebanon through addressing critical issues to stability and conflict prevention in that region: more inclusive economic development and social stability. The main target groups are vulnerable youth and women. The specific objectives of the programme are the following:

  • Specific Objective 1 (SO1): Reduction of the social frustration in North Lebanon. The programme will tackle the social frustration linked to a) poverty - unemployment and b) poor environment urbans.
  • Specific Objective 2 (SO2): Strengthening of inter-communitarian relations in North Lebanon. The programme seeks to strengthen these relations notably by improving the inter-communitarian relations at youth and children level.

This request for Expressions of Interest (EOI) is launched to support the Modul 1 of UDP_NL which aims to contribute to more inclusive economic development. The Module is tackling poverty and unemployment by promoting income generation capacities particularly of youth and women, by deliver Competency Based Training in public Technical Institutions in North Lebanon.

2. Objective

This request for Expression of Interest (EOI) is intended to identify Engineering Examination company who are experienced in the conduction of examination for students receiving short term Competency Based Training in the following Courses:

1-Indoor Painting

2-Advanced Formwork System

3-Steel Fixing

4-Pipe and Plate Welding

5-Solar Panel

6-Domestic Electric Installation

7-Pipe Installation

These partners will be asked in a next step to prepare detailed technical and financial proposals.

GIZ UDP_NL (2018-2021) aims to deliver Competency Based Training for Youth and Women in T5, and to support them by an accreditable certificate from experienced Engineering Consultancy Company.

 The competency-based approach consists of 40 hours (10 days/4 hours per day) of training in the technical institute under full supervision of a trainer and 80 hours (10 days/8 hours per day) in a real work setting in a selected company. The established approached consists of a formative assessment to be conducted by the trainer following the 40 hours of practical training at the technical institute and a summative assessment following the finalization of the 80 hours in-company training. The summative assessment is supposed to be conducted by a professional body from the private sector. In the frame of implementing competency-based training in cooperation with ProVTE, we need a private assessing body to assess the trainees acquired competencies and issues a certificate of professional competences.

The goal is to at least create or sustain jobs in the current economic situation.

GIZ expects the service provider to have tested formats, have a pool of experienced Examiner/consultants and the necessary human resources to implement the activities.

The support offers will need to be conducted in North Lebanon (T5).

Qualifications and Requirements

Eligibility Criteria:

  • The service provider must have experience in construction sector
  • The service provider should have a good understanding of the challenges and opportunities in construction sector in the governorate of North Lebanon (T5) and a good network among companies in the North.
  • The service provider should have experience in conducting competency exams for students
  • The service provider must be registered under the Lebanese rules and regulations.

3. Application Process

The applicant shall submit Expression of Interest (EOI) to LB_quotation@giz.de accompanied by copies of all the required documents (listed below) with name and contact details containing the following:

  • A concept note describing the specific related experience and other activities and the list of the courses that you have examination experience on it.

The concept needs to contain a description how the activities can be implemented under the current restrictions due to COVID 19.

  • A description of the service provider, including relevant past projects in in the construction sector in the 7 mentions courses, the location, the number of staff and year in business.
  • A description of the team potentially working on this project and their experience; provide CVs of the team
  • A description of legal form
  • The registration papers
  • The ministry of finance registration
  • Company Profile.

Note: Only applications containing the mentioned documents will be taken into consideration.
