Information Management Specialist

GENERAL OBJECTIVE:

The Information Management Specialist (IM Specialist) will be the technical referent for all Health Information System Team Leaders in Lebanon Mission. S/he will be responsible for developing and leading PU-AMI mission Health IM strategy, under the supervision of the Health and MEAL Coordinators and in close collaboration with PU-AMI IM Specialist.

 

Roles and responsibilities:    
  • Information management: S/he will ensure development and implementation of a Health IM strategy at mission level;
  • Human Resources: S/he will act as technical referent for all HIS Teams Leaders to enhance their capacities and support the achievement of roles detailed in job descriptions;
  • Logistics and Administration: S/he will oversee the logistics and administrative duties related to information management activities under his/her responsibility;
  • Strategy: Under the technical supervision of the MEAL and Health Coordinators and in close coordination with the IM Specialist, S/he will contribute to the IM strategy, focusing on PUI health program at mission level.

 

Objectives:

The IM Specialist will:

1-LIAISE WITH MOPH IT CONSULTANT IN CHARGE OF MANAGEMENT AND MAINTENANCE OF MOPH HIS SYSTEM (PHENICS)

  • Ensure a smooth information flow between MoPH, PU-AMII and PU-AMI’s partner;
  • Ensure that all needed additional features related to PU-AMI health projects are developed, maintained and tested.

2- ENSURE TECHNICAL SUPERVISION TO PU-AMI HIS TEAM LEADERS (HIS TLS), FOCUSING ON THE FOLLOWING ASPECTS:

  • Support HIS Team Leaders on the quality data checks to be performed at base level on all reports issued from Phenics on a monthly, quarterly and yearly basis;
  • Capitalize the data management SOPs;
  • Support in defining training plans, access, users, and other topics related to the MoPH Health Information System (Phenics).

3- UNDER THE TECHNICAL SUPERVISION OF THE MEAL AND HEALTH COORDINATORS, SUPERVISE THE OVERALL HEALTH COMPONENT DATA ANALYSIS FOLLOW UP: 

  • Support all relevant Health staff, including Quality and Medical Specialists, on Phenics extractions relevant to epidemiological trends analysis;
  • Compile the data related to PU-AMI partners’ activities for analysis and reporting purposes;
  • Create dashboards on PU-AMI targets for all Health projects.

4- CAPITALIZATION/INSTITUTIONAL KNOWLEDGE BUILDING

  • Capitalize on previous lessons learnt at base level in order to design and lead trainings for IM capacity building amongst base teams;
  • In coordination with the MEAL Coordinator to identify key aspects of the MEAL and IM working relationship and data management to highlight areas of weakness that require stronger working systems in place to develop them with the IM teams and the MEAL teams in each base;
  • Design and leading training in line with new job descriptions for enhanced capacity amongst the Program teams.

5- EXTERNAL REPRESENTATION AND REPORTING

  • Participate in the Information Management Working Groups;
  • Participate and support network development between agencies for enhanced use of databases and IM outputs;
  • Participate in meetings and other WG as requested by the MEAL Coordinator;
  • Monitor and follow IM developments within Lebanon and to bring those best practices back into the mission;
  • Participate when needed in the development of proposals.  

6- TEAM MANAGEMENT AND CAPACITY BUILDING

  • In collaboration with the HR department, participate in the recruitment process(es) of staff under his/her line management and support the MEAL Coordinator in: drafting job descriptions/technical tests/interview forms, shortlisting resumes and conducting interviews;
  • Brief newly recruited personnel under his/her management on their roles and responsibilities;
  • Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules and regulations;
  • Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department and Health Coordinator;
  • Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals every 6 months) to promote professional development;
  • Provide technical support and guidance to the IM Officer(s);
  • Solve team conflicts and ensure team building and discipline.

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

 

MANDATORY REQUIREMENTS:

  • Language skills: Fluent in Arabic and English (speaking/reading/writing);
  • Education degree: University degree or Technical diploma in Computer Science, Statistics or related fields;
  • Work experience: 3 years’ experience in NGOs in IT; experience in Health sector and Phenics Information System implementation are highly valued.
  • Knowledge & skills: Good management capacities and team leadership spirit / Ability to manage priorities and take initiatives / Accountability and timely delivery;
  • Computer skills:
  • Computer hardware and software troubleshooting and configuration;
  • Software installation;
  • Excellent knowledge of Excel and Access (Data manipulation and report generation);
  • Good Knowledge of networks;
  • Familiar with windows systems and applications;
  • Other:
  • Pedagogical skills;
  • Good knowledge of humanitarian actors and donors.
