ABOUT THE STRUCTURE…

Solidarités International (SI) is an International NGO working with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specialized for nearly 40 years in the coverage of vital needs, S.I. takes charge of emergency and reconstruction programs.

With respect for cultures and close to the people, Solidarités International implements its programs by combining its skills with those of its employees and local managers.

Solidarités International's teams, made up of around 270 expatriates and nearly 2200 local employees, are today present in 18 countries in Asia, Middle East, Africa and Caribbean where they are particularly committed to fighting diseases related to unsafe water but also in the essential area of food security and livelihoods.

 

ABOUT THE JOB

General objective:

Under the authority of the implementation WASH & Shelter activity Manager, the construction supervisor will be responsible for:

  • Implementing the activities and meeting the objectives as defined in the operation proposals through the Activity Manager
  • Supervise the WASH & Shelter operational team
  • Report the complete construction activities to the Activity Manager
  • Refer all the needs within the referral mechanism or internally within the team through a formal way
  • Ensuring that all relations with the staff, managers and communities we work with are conducted in a respectful and consultative manner
  • Sharing ideas for improving the work with the line manager and quality activity manager
  • Ensure the timely implementation of the WASH & Shelter activities, that SOLIDARITES INTERNATIONAL’s quality standards are met and proposes adjustments or developments to ensure relevance if necessary
  • Representing Solidarites International in donor visits and external training.

 

The main challenges:

  • Understanding the severity for the needs
  • Number of Referrals

Priorities for the 2/3 first months:

  • Follow up on the referral for the construction work in the informal settlements
  • Be Involved in the emergency response
  • Develop close collaboration with different department inside SI

 

Responsibilities and main activities:

Assessment Activities:

  • Identify the needs for rehabilitation, specify the work to be performed, and supervise the rehabilitation work to ensure that Solidarités International standards are respected and that the construction work is completed on time
  • Preparing BOQs in order to have a budget and cost estimation with line manager and quality activity manager if needed
  • Collecting precise data concerning the visited site 

 

WASH/Shelter Activities:

  • Take part in the distribution of WASH/Shelter items, namely water tanks, shelter kits or others;
  • Identify the needs for water, sanitation and shelter using the assessment tools, specify the work to be performed, partake in the Contractor grading process and supervise the work to ensure that Solidarités International standards are respected and that the construction work is completed on time
  • Daily follow up for the ongoing project with details about all the issues faced in the site to be reported on the instruction sheet
  • Regular update for the data on SASIL with the coordination of the data management officer.
  • Ensure that the interventions are meeting deadlines, completed in a safe timely matter, and following guidelines
  • Ensure that the handover done with the quality activity manager
  • Capability of adaptation, taking decisions, and working with various personality types
  • Training new contractors and having good skills in scheduling, coaching, evaluating, controlling, implementing, resolving problems, maintaining security, and monitoring their work
  • Defining the purpose behind the tasks written in the scope of work and getting the approval of your line manager and Quality activity manager
  • Adaptation with new task asked by the line manager.
  • Performing an accurate handover with the contractors and your line manager

Hold responsibility of ensuring high quality visibility and quality of service delivery

 

Office Activities:

  • Ensure that all the data concerning the WASH/shelter activities are filed or sent to the Activity Manager (assessments, family lists, handovers, payments, MOUs, and pictures) in order to close the contracts
  • Ensure accuracy of reported data, by following internal guidelines
  • Asking for any internal or external needed
  • Regularly back up data on NAS on a daily basis
  • Follow the WAT-SAN and Shelter referral on SOLIS

 

Reporting

  • Submit daily activity reports to the line manager
  • Informing the quality activity manager about the time of work completion to facilitate the handover of sites
  • Report the construction progress to your line manager and update the relevant formats and databases for the construction activities;
  • Be part of sending referral internally or externally for the cases faced for improvement and follow up.
  • Be part in drafting some success stories about the activities.
  • Report all the security issues through incident reports to the line manager.
  • Report all the incidents with the stakeholders/contractors to the line manager

 

Accountability to Communities and Beneficiaries

The construction supervisor is responsible for ensuring that all relations with communities we work in are conducted in a respectful and consultative manner.  Due attention must be paid to ensure that communities are adequately consulted and informed about Solidarites International programme objectives, activities, beneficiary selection criteria, and methodologies.  This is the responsibility of every Solidarites International staff member.

The construction supervisor officer may be asked to drive SI cars and respecting the driving policies set by the logistic department.

The list above is not strictly definitive; an employee working within the framework of these tasks may carry out other tasks if asked to do so by his/her line manager.

YOUR PROFILE

 

Education and Experience

•  Bachelor degree in Civil Engineering or Hydraulic Engineering is strongly preferred. Alternatively, strong technical skills must be clearly proven by means of extended professional experience with engineering.

•  At least 1-year experience in a similar domain/position, for INGO sector.

•  Proven previous experience providing rapid emergency response WASH services as part of a rapid response task force.

•  Proven previous experience in the construction of emergency sanitation infrastructure, including but not limited to latrines, bathing shelters, handwashing point, waste management systems.

• Proven previous experience in unstable environment (conflict / post conflict country).

• Experience in working in tense security context with strict security rules

• Proven Experience in plumbing and concrete work

 

Knowledge and technical skills

•  Advanced technical knowledge on emergency water, sanitation, public health and hygiene promotion system and their design (emergency WASH in Informal Settlement sites, targeting, rapid response mechanisms).

• knowledge of rapid needs assessments, KAP surveys, baseline surveys, and security assessments.

• knowledge of delivering WASH services in emergency context is mandatory.

•   Knowledge in emergency water trucking, chlorination, Hygiene promotion and water quality analysis.

• Knowledge and experience in Lebanon.

• Proactivity, flexibility, autonomy, pragmatism, solutions-oriented mindset.

• Capacity to work under pressure, solve problems, and decide quickly on contingency actions.

• Good analytical and writing/editing skills.

• Good communication and diplomatic skills.

• Knowledge and experience in Lebanon.

• Good and proven writing and spoken Arabic & English are required.

A salaried post: 1380 USD_Basic salary
