M&E Officer

ESSENTIAL JOB FUNCTIONS

MANAGEMENT AND CAPACITY BUILDING

  • Ensure that Al Midan’s project has a robust monitoring plan in place, developing monitoring and evaluation guidelines, frameworks and indicator trackers for the project, in close collaboration with the Health Project Manager;
  • Support the Project Manager and M&E Assistant with the planning and implementation of baseline surveys, needs assessments, mid-term and end of project reviews/evaluations including preparation of Terms of References and designing and implementing appropriate evaluation methodologies;
  • Manage project monitoring information system/databases to ensure efficient and effective collection, entry, and analysis of all project data (both quantitative and qualitative) and proper reporting of the outcomes of all projects;
  • Provide support to the program team in compiling reports, stressing the importance of data quality, indicator-based reporting and analysis of trends and the achievement of program objectives/outcomes;
  • Conduct field visits to the health facilities to mentor and coach facility staff on data collection, reporting and data cleaning;
  • Adapt M&E systems with flexible solutions to more accurately collect, monitor and verify program activities and ensure they are aligned with the program indicators and the country strategic and annual plan;
  • Review reports to ensure accuracy and quality before submission to technical manager;
  • Facilitate training of health program staff and partners on monitoring and evaluation;
  • Ensure knowledge management (KM), emphasizing on the staff access to a library of M&E knowledge to help them better design-implement-evaluate the program;
  • Conduct Project Data Quality Audits of the project where and when needed (i.e. suspicious data corruption with failure to fix it quickly);
  • Participate in the development of the program implementation strategy, annual work plans and other project tools;
  • Inform the health manager on the availability and short fall of data collection tools at the health facilities and community programming;
  • Support the operation of feedback channels (logbook, client satisfaction and engagement surveys);
  • Ensure program staff and partner capacity building strategy is implemented to promote a culture of learning through systematic analysis and reflection;
  • Provide training and mentoring in survey design, methodology, data collection and analysis and other skills as required for assessing the impact of programs including ODK Collect, and MS Office products;
  • Contribute to the knowledge management repository with best practices in MEL and Information Communication Technology and ensure that it is accessible to all staff and partners.

OTHERS

  • Ensure all activities are gender sensitive and follow Al Midan Gender Equity Policy;
  • Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities;
  • Participate in internal office coordination and planning meetings and workshops;
  • Other duties as assigned by the Project Manager.

EDUCATION

A Master’s degree in Biostatistics, Economics, public health or other field relevant to Data Management or Monitoring and Evaluation or Bachelor’s degree with more years of experience may also be considered;

KNOWLEDGE AND EXPERIENCE

  • Minimum 3 years field experience in project and program monitoring and evaluation, including: Project Monitoring and Evaluation System Design, Management of Monitoring Systems, Project Evaluation
  • Practical experience in data analysis software and data collection and management tools such as DHIS2, SPSS, Excel and Access;
  • Experience in managing M&E program and managing & capacitating people;
  • Proven experience of creating data collection tools;
  • Proven training/capacity building skills in M&E;
  • Excellent facilitation skills, and strong understanding of how to safely and accurately collect feedback from all members of a community regardless of their age, gender, or other diversity factors;
  • Ability to handle multiple tasks; proven self-initiative and problem-solving abilities;
  • Proven track record of quality performance in highly pressured environments;
  • Computer skills, including Word, Excel, Power-Point, and Access;
  • Fluent in Arabic and English with excellent writing skills
