Consultancy purpose:
The consultant will be supporting in the Planning, designing and implementation monitoring and evaluation for Non-Formal Education with focus FCDO funded project to highlight areas of success, good practice and challenges across all deliverables and result areas. The consultant must be able to work with a high level of autonomy and flexibility, drawing on previous practice and policies whilst creating new and innovative solutions that enhance opportunities and foster sustainability.
British Council in Lebanon: Zoom on Programmes' Team:
The British Council has been in Lebanon since 1946. As the United Kingdom’s international organisation for education and cultural relations, we are building on the British Council’s respected and trusted brand by expanding existing programmes and developing new opportunities with government and key stakeholders across the public, private and NGO sectors
The Programmes team within British Council Lebanon manages all aspects of business development and delivery. Working closely with colleagues across British Council (regionally, locally and in UK), the team is responsible for ensuring the quality and consistency of projects and programmes, meeting the expectations of partners. This includes managing all aspects of delivery, compliance, risk and finances across the portfolio.
This Consultant will be a key member of the Non-Formal education Team (IRT4, Taqqadam, Digital MAPS) reporting to the Deputy director and closely working programme managers (Education and Art and Culture), as well as the different internal and external stakeholders.
Main Deliverables:
The consultancy aims to support the Planning, Monitoring, Evaluation and Reporting of the Non-Formal education portfolio at the British Council Lebanon Office; this will include:
Planning, Monitoring, Evaluation & Reporting:
- Support in planning and designing of New NFE projects and programmes.
- Work in collaboration with the British Council team and selected delivery partners to agree a finalized workplan and finalized deliverables for each of the selected partners, as well as appropriate governance and coordination mechanisms to ensure partners are working collaboratively and efficiently in the delivery of the project outcomes.
- Monitor progress of the project against the Results Framework and write regular progress reports on progress to inform project management.
- Collect monitoring data from evaluation forms, reports pre and post-tests of consultations process
- Conduct focus groups discussion with project beneficiaries and stakeholders (including young people, CSOs, government etc.)
- Work with Project team to conduct regular reflection and after-action reviews, including outcome harvesting process
- Ensure data management (collection and storage) is carried out in line with British Council and GDPR regulations (collection and storage)
- Monitor and review context and risk against risk matrix
- Ensure that partners, research, and communications consultants TORs include M&E (and meet requirements for collecting baseline, end-line, monitoring and evaluation data)
- Contribute to project learning and exchange (reflection, learning events etc.)
- Work with the NFE Team and local stakeholders to collect M&E data using the following tools:
- IRT Individual and collective resilience survey (Developed)
- IRT Vulnerability assessment tool (Developed)
- Result Evidence framework (To be updated based on IRT MEL approach and filled in baseline and end line)
- KIIs, FGDs with project stakeholders and young people
- Learning exchange workshops and discussion on bimonthly basis (when possible)
- Project evaluation (Outcome harvesting workshops) at the end of the projects
- Data Collection and Analysis: to triangulate data collected from the field with the Vulnerability assessment tool to highlight the impact of the project focusing on the relationship between Vulnerability criteria & targeting.
- Support NFE teams in identifying Context Monitoring events (from Social media and Field)
- Review and embed M&E and context monitoring in Monthly narrative report
- Collect field testimonies, success stories and reflections of young people and facilitators on the journey of positive pathway
- Other deliverables may be agreed during this consultancy between the British Council SRO and supplier.
