Lead, Plan and Coordinate Engineering Unit Activities
Manage and lead the engineering team and act as the accountable focal point of all engineering related activities of the UNICEF Beqaa Project.
With the support of Project Coordinator, and close coordination with the WASH Specialist plan the project’s activities in order to ensure quality of World Vision’s WASH programs intervention.
Follow up on all necessary procurements related to the project, as well as with potential contractors, as relevant and based on WVL procuring standards.
Supervise, monitor and finalize all construction plans including, work plans, shop drawings, tender documents and procurement plan.
Standardize forms to be used for site inspection, design and meetings.
Monitor projects construction’s related activities and ensure its delivery within time and budget.
Provide technical expertise on the project’s operations related mainly to engineering activities.
Lead engineering condition assessments and evaluations including identifying problems and proposing alternatives.
Check engineering specifications, data management spreadsheets and databases, maps, drawings.
Validate term of reference, technical drawings, and Bill of Quantities (BOQ) specifications for infrastructure projects.
Maintain close coordination with WVL WaSH Specialist and Data Management unit in the Beqaa and the WASH MEL unit.
Conduct regular inspection visits to the field to assess the work quality.
Check and validate individual’s reports and outputs before submission especially to external stakeholders.
Ensure work is carried out as per the community needs and project standards and in close coordination with the local government representatives and partners.
Set the weekly/monthly plan of all the work activities for all infrastructure project.
Monitor spending and track the “target achieved vs. indicators” and adjust field activities accordingly.
Keep good communication and participate actively with donor technical discussion and design workshops.
Coordinate closely with different functions at the National Office to ensure regular reporting, information management, monitoring and evaluation, etc.
Identify risks and put the necessary mitigation plans while engaging the needed internal colleagues.
When needed, liaise with the municipalities in which activities are planned to take place with proper engagement of partner and any critical stakeholders in each community.
Secure necessary approvals prior to the implementation of project activities.
Build and maintain healthy relationships with local actors covered in the project (shop owners, municipality staff, etc.).

Manage Engineering Team:
Provide overall management and supervision for all project engineers.
Allocate tasks to engineers and monitor their performance according to the work priorities and donor requirements.
Follow up on engineers’ daily activities and direct their efforts as needed.
Coach, support and motivate the engineering team ensuring quality performance of their tasks.
Conduct performance agreements and performance reviews.
Ensure optimization of subordinates’ potentials.
Track team efficiency and log the time needed on each project.

Perform other duties as required
Attend engineering related meetings with sector, donors, and local authorities.
Attend and participate in capacity building trainings locally and internationally.
Attend and participate in WVL’s spiritual nurture and other organizational events.
Responsible of own security and actively contribute to a positive security culture.
Report CP incidents as per the safeguarding policy guidelines.
Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.
Perform other duties as assigned by Line Manager.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
5 years’ experience in engineering and infrastructure works of which 3 years’ experience in NGOs.
Previous experience in leading and managing technical/engineering teams.
Previous experience working in water, sanitation, health a/o waste management projects.
Previous experience in, design, planning, implementation, and quality assurance.
High skills in working on essential construction (Civil and Mechanical) engineering software’s.
Ability to review and write reports and review budgets.
Ability to manage data effectively.
Relevant experience in relief and development project implementation.
Good organizational and time management skills.
Good interpersonal skills.
Ability to cope and work under pressure.
Ability to maintain performance expectations in diverse cultural and difficult / sensitive contexts.
Has strong knowledge of core principles of Children Rights, Participation, Do No Harm, as well as SPHERE standards.
Required Education,
training, license,
registration, and
certification
Bachelor Degree or Post-graduate Diploma in the following: Civil or Mechanical engineering, preferable specialized in water, sanitation a/o environment.
Driving License.
Preferred Knowledge
and Qualifications
Working knowledge of wastewater treatment and water treatment design and implementation.
Knowledge in solid waste management and treatment solutions.
Familiarity with QA/QC procedures.
Working knowledge in AutoCAD.

Position requires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.
