Support in Child Protection – Education Program Management
Support the Program Manager in the preparation of new proposals or budget redesigns.
Conduct review of proposal package to ensure compliance and consistency from an operational view.
Review WV and donor standards and determine the financial and programmatic risk levels across all Child Protection & Education projects.
Work Closely with Program Manager and Technical Specialist in identifying and setting relevant selection criteria for any upcoming projects.
Act as a focal point for the Child Protection & Education Program for any external/internal audit mission by leading audit prep spot-checks and ensure projects operate in line with the established control mechanisms and SOPs,
Assess the risk level of all upcoming projects that will form part of the program at the project design stage. Participate in the design process identifying and suggesting mechanism of minimizing risk.
Follow-up, analyze and audit the program budgets' transactions and purchase orders to ensure accuracy, reliability and completeness.
Advise Project Coordinators in the budget amendments/redesign process and review final products.
Ensure all projects are closed out in line with WV global standards. Obtain all necessary sign off before project closure;
Review supporting documents provided by local partners as a means of verification for service delivery or payment issuance;
In coordination with Program Manager and Technical specialist, attend sector meetings and any other meetings with donors or external parties

Handle Reporting and Documentation
Liaise with internal and external stakeholders in order to obtain timely and accurate supporting documents which will enable reconciliation and reporting.
Lead on the project reporting and act as the accountable person and main focal point in the Program in terms of reporting: (i) Establish a mechanism which will enable rapid and accurate authentication preparation of monthly, quarterly and yearly internal and external reports. (ii) Liaise with other departments (Finance, GAM, MEL, Technical Specialist.,etc.) in order to obtain their inputs on the reports, (iii) Ensure Reports are compliant with the approved templates and linked to all supporting documents and audit ready.
Compile reports/information/data from project coordinators and conduct review and deduplication and provide accurate data to feed in the different internal and external reporting templates.
Establish a clear, chronological and secure hard and soft copy record filing system across the portfolio. Ensure compliance with the filing system across all projects within the portfolio;
In close coordination with budget holder, ensure adequate financial control mechanisms are adhered to. Lead the budget vs actual review process on a monthly basis across all projects. Ensure all costs reconcile. Establish a clear procurement and financial expenditure tracking system at the portfolio level;
Collect the monthly cash requests from budget holder and ensure their accuracy and reliability
Lead the reporting on the Grant Health Tracker and ensure the reported items are accurate and reflect the actual progress of the projects.
Lead on data and information consolidation to support the Programme Manager in donors (and other stakeholders) punctual requests.
Liaise with other project coordinators within CP & Edu Portfolio and other Portfolios in WV Lebanon in order to create synergies and standard systems across the portfolio project by sharing lessons learned, experiences, observations and challenges.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
At least 3 years of proven experience in humanitarian field in the implementation of Education/Child Protection/Protection programming; human rights and/or advocacy work.
Experience in Project Management and budget management.
Proven knowledge in donors’ strategies and requirements.
Strong computer literacy especially in Excel
Ability to cope and maintain performance expectations under pressure
Ability to work in and contribute to team building environment
Strong communication skills
Required Education,
training, license,
registration, and
certification
University degree or higher education relevant to Social Studies, Education, Protection, Development Studies human rights, law or other relevant fields;
Preferred Knowledge
and Qualifications
Project Management for Development (PMD), Project Management for Professional (PMPs);International Network for Education in Emergencies (INEE)
Strong knowledge of core principles of children rights, participation, do no harm, as well as children in emergencies minimum standards.

Requirement
The position is 95% office based and 5% field based. The position holder will be expected to be available on last minute calls, flexible in working hours and willing to work weekends and holidays as the need arises.
Ability to work extra hours whenever required in emergency situations and as situation demands.
