M& E officer

In partnership with UNICEF, AND is operating safe spaces in Akkar (static and mobile) for women and adolescent girls. These spaces provide holistic services focusing on psychosocial support, violence prevention, livelihoods strengthening and social cohesion to diverse vulnerable populations Syrian and Lebanese, including women and girls, and survivors of Sexual and Gender Based Violence (SGBV), torture and trauma.     

                   

 Areas of Responsibility: Akkar Area

Under the supervision of the Project Manager (PM), the Monitoring and Evaluation Officer (M&E) position will serve as the main monitoring and evaluation link between the management and the field. Thus, the M&E will work with the centers’ coordinator, the community mobilizer, the social workers, and the outreach workers in the four safe spaces (Hrar, Halba, Hissa and Bibnin), and in the field, with the communities, to monitor and analyze the results of the intervention, and support in capacity building planning. This should be a basis for ensuring a sound and smooth implementation of the project and developing the capacities of the team, in accordance with the plan put forth by the GBV specialist. The M&E will be in charge of the development and implementation of the M&E tools in coordination with project’s related planning and implementation tools, timely and accurate reporting to the PM and on the Activity Info portal as required by UNICEF. 

Job Responsibility:

  • Plan and conduct review meetings with each of the safe spaces’ team with set agenda and outputs
  • Facilitate and/or co-facilitate meetings along with the safe spaces’ teams and local communities.
  • Facilitate, organize and support project activities including research, capacity building, awareness raising, training and regular partner/project monitoring;
  • Report project concerns/questions/requests/challenges in a responsive and timely manner;
  • Coordinate with the centres’ coordinator and PM on local-level activities in support of the project, including seminars, trainings and conferences;
  • Advise management about issues affecting project implementation, or key local issues affecting future project developments;
  • Identify needs and gaps in safe spaces’ activities and community outreach and suggest solutions and methodologies to overcome project challenges;
  • Create a feedback mechanism from the communities within the project’s activities
  • Support AND’s GBV specialist, centres’ coordinator, community mobilizer and case management to ensure a survivors’ centred approach in the safe spaces
  • Occasionally represent AND at project milestone events together with the PM and or Program Director;
  • Occasionally represent AND and the project to various internal audiences in relevant local offices;
  • Participate in appropriate meetings with other implementing NGOs/ Government agencies and institutions;
  • Maintain project documentation from the field;
  • Establish, Follow-up and strengthen the project Monitoring and Evaluation plan
  • Develop and update M&E tools
  • Regularly update AND’s M &E system, and Activity Info portal
  • Provide technical assistance to safe spaces’ teams on data collection
  • Coordinate M&E data collection and analysis with safe spaces’ teams and PM;
  • Take part in regular team meetings, program and staff meetings; and potentially trainings/workshops
  • Participate in information sharing and transferring skills and knowledge to other AND team members when appropriate.
  • Support in AND’s activities when needed;

    • Demonstrated strength in partner relationships; skilled in influencing and obtaining cooperation of individuals not under supervisory control; diplomatic and able to manage conflicts and to move groups toward consensus;
    • Self-motivated and able to work without close supervision
    • Able to prioritize work, multi-task, and meet deadlines.

 

Job Requirements:

  • Minimum of three work experience with women protection and/or emergency programs;
  • Excellent writing and communication skills in both English and Arabic languages;
  • Strong cross-cultural skills and experience working with people from different ethnic/cultural backgrounds;
  • Demonstration experience in planning, organization, resources management, and mediation
  • Proven ability to multi-task and meet deadlines;
  • Proven ability to develop proposals and write reports meeting donor requirements;
  • Must be able to work independently and represent AND;
  • Proficiency in computer applications (MS Word, Excel).

Internal: AND team (Project Manager (s) Centers’ coordinator, Community Mobilizer, Social Workers, Case Management Officer, Drivers, Field Officers, Program Director)              

External: Safe spaces teams, MOSA’s representatives, other NGOs as needed
