JOB TITLE: Monitoring, Evaluation & Learning Consultant

LOCATION: ABAAD HQ based with possible travel to Mount Lebanon, North (T5 and Akkar), Bekaa (North, West and Central), and South

 

ABAAD PURPOSE:

ABAAD aims at achieving gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD has a proven record in working in addressing GBV in emergency settings.

 

JOB PURPOSE:

The Monitoring and Evaluation Consultant will be supporting, overseeing and managing the MEL unit at ABAAD. The MEL Consultant will work on setting up the unit and ensure that the activities will result in the achievement of its intended outputs and outcomes in a timely manner and in line with ABAAD’s standards and mission. The MEL Consultant along with the MEL unit will be responsible for designing and implementing the MEL activities of the Projects. They will also be assisting the Project Coordinators in preparing Quarterly/Annual reports on project progress and monitoring the project activities on a regular basis and developing and maintaining the MIS of the Projects. Finally the MEL Coordinator will be responsible for the collection & analysis of different data in relation to the project activities.

 

Post holder reports to: Head of programs

 

RESPONSIBILITIES:

 

The MEL Consultant will be expected to guide the MEL unit through the complete setup of the department.

The consultant is required to direct the team through the below:

  • Participating in the project design led by the Senior Grants and Partnerships Coordinator
  • Ensuring MEL plans are developed for each grant
  • Overseeing the work of the MEL officers, create a weekly/monthly plan, and ensure task division of tasks equitably and in a timely manner
  • Monitoring all projects activities and progress towards achieving the projects outputs and outcomes;
  • Monitoring and evaluating overall progress on achievement of results;
  • Developing and strengthening monitoring and evaluation procedures;
  • Supporting program staff on ways to properly document, organize and capture projects progress;
  • Performing regular field visits to ensure the quality of data collected and to verify the accuracy of reported data;
  • Supporting, participating, and planning program and project evaluations.
  • Organizing and conducting mid-term and post-project evaluations in the target areas;
  • Ensuring all activities are implemented according to the log frame indicators; and be involved in the log frame(s) development and write-up after meetings with donors
  • Providing qualitative and quantitative report of the activities;
  • Conducting data analysis and provide inputs, information and statistics for monthly, quarterly, annual and other reports to Program Management Team;
  • Assisting in coordinating across the multiple components of the overall Program to ensure that MEL/MIS system is effective and in Line with ABAAD’s standards and mission;
  • Overseeing the timely and accurate monthly reporting and/or other donor reporting requirements;
  • Holding briefing meetings sharing updates and performance toward targets
  • Designing and leading MEL trainings to the field staff on a regular and/or needs-based manner 
  • Performing other duties as required;

 

SKILLS AND COMPETENCIES:

 

  • University Degree preferably in Business Administration, Economics or related field;
  • Between 5 to 10 years of experience in the design and implementation of MEL/MIS;
  • Experience in designing tools and strategies for data collection, analysis and reporting;
  • Strong communication and interpersonal skills
  • Commitment to human rights, gender equality, non-discrimination
  • Flexible pro-active attitude
  • Ability to work well as an individual and in a team
  • Ability to lead and manage a team
  • Ability to manage an unpredictable workload in a challenging environment
