Gender-Based Violence (GBV) Program Manager

Role description:

The primary function of the GBV Program Manager is to oversee the implementation of quality GBV prevention and response activities, building capacity and promote RDFL as a leader agency in GBV. The GBV Program Manager is also responsible for the supervision of the GBV team and all GBV-related projects.

 

Key responsibilities:

1. PROJECT MANAGEMENT AND IMPLEMENTATION

  • Take leadership in the implementation of RDFL’s GBV prevention and response related activities.
  • Ensure the highest quality of the GBV interventions and coherence between all projects, ongoing and proposed, according to the overall protection strategy, ensuring adherence to international standards.
  • Take leadership of the GBV programs in terms of high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donors, Government counterparts and coordination mechanism on site, and in synergy with other RDFL interventions in the area.
  • Formalize and develop project related operational tools and training modules, with support from the supervisor.
  • Provide overall budget monitoring, financial management and expenses control for the project activities, including compliance with minimum RDFL and donor requirements
  • Identify, design, and supervise context specific GBV prevention activities and curricula, including awareness raising and women centers curricula.
  • Conduct regular field and monitoring visits to support and guarantee program quality.

2. PROGRAM DEVELOPMENT, STRATEGY, AND EXTERNAL RELATIONS

  • Representation of RDFL and active participation in GBV sub-sector meetings and other relevant meetings with partner organizations, donors, and government stakeholders.
  • Oversee knowledge sharing across teams and ensure that monitoring and evaluation results are understood and used to improve programs.
  • Drive the development and growth of the GBV program within the RDFL program objectives, including supporting proposal development, and feed into country-wide strategy development.
  • Coordinate with other RDFL departments to ensure the inclusion of cross cutting issues and GBV risk mitigation measures.

3. ACCOUNTABILITY AND REPORTING

  • Guided by the RDFL Program Handbook, continuously monitor and develop relevant accountability initiatives within the protection program as well as strengthening the effort to document the impact of activities.
    • Ensure compliance with internal and external reporting requirements as well as RDFL policies and procedures, particularly with respect to GBV and the code of conduct
    • Provide input for monthly, quarterly, interim, and annual donor reports as well as ad hoc donor requests.

    4. HUMAN RESOURCES MANAGEMENT

    • Lead and manage RDFL’s GBV team including mentoring, ensuring coordination, recruitment, and capacity development.
    • Provide on the job training as required, adapt trainings/coaching to specific staff needs, and provide continuous technical guidance.
    • Support the GBV team in building the capacities of the Women and Girls Center based staff.

    Develop support strategies for staff and introduce principles of self-care.

Requirements for position:
• Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently.
• Ability to work well with a cross-cultural team.
• Strong communication skills, both oral and written.
• Strong understanding of the legal, and social systems related to GBV.
• Fluency/working proficiency in both English and Arabic (written and verbal).


Educational qualifications/Experience:
• Master’s degree in Social Work, Psychology, Public Health, or other relevant field of study.
• 5 years of experience in Gender-Based Violence and protection programming, including GBV, Sexual Reproductive Health (SRH), Early Child Marriage (ECM), Women’s Voice and/or economic empowerment, with at least 3 years of experience in project management (preferably including at least one year of international, humanitarian experience).
• Proven experience of promoting practical and impactful social and gender justice initiatives, community-based protection initiatives around GBV, and implementing community mobilization projects.
• Supervisory experience.
• Relevant regional experience strongly preferred.
• Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs.
• Experience in representing and promote the agency in relevant coordination forums.
