Organizational Context
The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organizations within the Movement. According to the latest update of the Lebanon Crisis Response Plan (LCRP) in January 2019 3.2 million people classify in need for assistance; this reflects over 50% of the people living in Lebanon. This calculation includes 1.5 million people fled from Syria, 1.5 million vulnerable Lebanese, and 180.000 Palestinians (PRL) as well as another 28,800 Palestinians (PRS) who fled from Syria. All the 3.2 million people face protection issues (GBV, child protection, legal threats); 1.4 million depend on humanitarian basic assistance. The LCRP is the overall framework of all humanitarian and development aid allocated linked to the Syria crises; it is the umbrella for all UN organizations and over 150 international and national partners as the Lebanese Red Cross. The Lebanese Red Cross (LRC), founded in 1945 as an independent National Red Cross Society, provides services to more than half a million persons every year. Its services are mainly focused on Emergency Medical Services (EMS), Medico Social Services (MS), Blood Transfusion Services (BTS) and Disaster Management (DM). Services are delivered through a network of around 12’000 volunteers and 400 staff working from 38 ambulance stations, 36 medico-social clinics, 8 mobile clinics, 13 blood banks (+ 1 mobile unit), 33 youth clubs and 14 disaster management teams in addition to a central headquarters. GRC supports LRC through exchange of expert knowledge, as well as technical and managerial support.
