1.  Project Background

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions. Under Task Order No. 3 (TO 3), the project will provide technical assistance to municipalities, civil society organizations (CSOs), the private sector, or other entities to increase capacity and ensure sustainable impact in providing key essential services. The main objective of this 5-year task order is to support Component 3 (Capacity Building) of the CSP Program by delivering technical assistance to enhance the sustainability of CSP interventions under Component 1 (Community Stabilization Support) and Component 2 (Community Development Support), and if required, under future Task Orders.

2.  Summary of Position

Environmental Compliance is of utmost importance to the CSP. Hence, the Technical Expert on Waste Management is expected to build the capacity of the CSP’s local actors on best management practices related to the liquid and solid waste generated by (1) the operation and maintenance of the equipment provided by the CSP to the local communities and (2) the maintenance of the infrastructure rehabilitated by CSP.

The equipment includes, but is not limited to, generators, LED lights, Chlorination and Photovoltaic (PV) systems.

The rehabilitated infrastructure includes, but is not limited to, rainwater canals, irrigation canals, greenhouses.

3.  Specific Duties and Responsibilities

For each equipment provided or infrastructure rehabilitated by the CSP, the expert is required to conduct the following, as directed by the TO3 team:

  • Identify possible solid and liquid wastes resulting from the operation and maintenance of the equipment or the rehabilitated infrastructure.
  • For each identified type of waste, provide clear guidance on its handling, storage and disposal based on best environmental practices.
  • Provide guidance on waste reduction techniques and tips, if applicable.
  • Provide guidance on waste monitoring and control measures to abide by the best environmental management practices.
  • Identify the value of wastes produced and provide guidance on how to generate revenue from the produced waste, whenever applicable.
  • Once revenue generation is identified, provide the local actors with contacts of potential buyers.
  • Draft clear guidelines, tip sheets and checklists which include sections related to the best waste management techniques related to the equipment provided or the infrastructure rehabilitated by the CSP, environmental control measures, waste disposal, waste revenue generation, etc.

 

4.  Qualifications

  • Minimum of 8 years of experience in waste management
  • Proven in-depth knowledge of environmental regulations around solid and liquid waste
  • Experience in technical assistance is preferred
  • Excellent understanding of safety and environmental health issues and standards as applied to the solid waste and recycling industry in developing economies
  • Excellent Arabic writing skills necessary to develop the technical assistance material, guidelines, and Tip sheets.
  • Strong communication and interpersonal skills
  • Fluency in spoken and written Arabic and English required

5.  Location of the Assignment

The expert will be traveling to project field locations to assist in the activities’ implementation.

6. Reporting

The Waste Management Expert (Solid and Liquid) will be reporting to TO 3 Municipal and CSO Capacity Building Managers.
