Data Management Assistant - Mount Lebanon – G4 – MTL185 – UNOPS Contract

Lebanon remains the country hosting the largest number of refugees per capita, with an estimated 1.5 million Syrian refugees according to the Lebanon Crisis Response Plan (LCRP), and some 16,000 refugees of Iraqi, Sudanese, Ethiopian and other origins, in addition to a large number of Palestinian refugees under UNRWA’s mandate. Since the Lebanese Government instructed UNHCR at the beginning of 2015 to suspend new registrations of Syrians, the number of registered Syrian refugees has reached 865,531 as of 31 December 2020. 

 

UNHCR Lebanon operates through four (4) decentralized Reception Centers, covering the main governorates of Lebanon, located in Zahle for the Bekaa governorates, in Tyre for the South governorates, in Tripoli for the North governorates and in Jnah for the Beirut and Mount-Lebanon governorates. The reception centres are geographically accessible to refugees and have facilitated access for refugees with disabilities and are established in safe and secure locations with access to safe water and appropriate sanitation facilities. Both in-person and remote case processing activities undertaken are based on and guided by international legal and operational standards in the areas of registration, personal data protection, documentation and population data management. 

 

To contribute effectively and efficiently to advancing protection outcomes for asylum-seekers and refugees in Lebanon, two main registration areas of focus can be identified:

 

Access to UNHCR: ensure that requests for registration related interventions are accommodated with minimal delay and in line with the UNHCR registration standards.

Data integrity and Data accuracy: ensure the personal information on the population of concern can be timely and accurately verified and updated, so registration data can be fully leveraged to support the range of interventions in the operation.

The UNHCR operation in Lebanon is among the most advanced in data management and utilization of tools and resources in the operational and inter-agency response to the Syria Crisis. High level data management is relied upon for the use, maintenance and technical support of databases used in the operation (registration, voluntary repatriation, resettlement, etc.) including planning and overseeing the quality of data collection, input and verification. With 4 different registration centres holding the data of almost one million refugees, high level data management interventions are relied upon for data visualization, reporting for government and donors, institutional development and technical assistance programmes for government and host of other tools, including the refugee assistance information system (RAIS), cash and vulnerability targeting and a variety of KoBo and handheld device tools.  

 

The position is supervised by an Associate Registration Officer who provides the incumbent with regular guidance and support. The position has no supervisory role. Contacts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are not frequent. In the Field locations, under supervision of the manager, the incumbent may play a liaison role with the national and local authorities for gathering and exchange of data.

 

 

Monitoring and Progress Controls

Enter data mainly related to asylum seekers, refugees and persons of concern to UNHCR into the computer database.

Contribute to the preparation of reports and project documents by providing information, preparing tables and drafting routine correspondence and reports.

Update and maintain existing databases and generate various statistical reports.

Assist in the development of forms for data collection and analysis, if requested.

Act as interpreter in the exchange of routine information and translate routine documents and correspondence as and when required.

May be required to undertake field trips to project sites.

Decide on the data recorded in database.

Decide on appropriate resolution to incidents and escalate issues to the supervisor if incident cannot be resolved within the scope of responsibility.

Perform other related duties as required.
