Procurement Trainer

Basmeh and Zeitooneh is a registered Lebanese organization, committed to serving refugees and vulnerable communities in Lebanon, through four community centers across the country. The organization runs educational, relief, livelihoods, and protection programs, and aims to serve as an inclusive and supportive focal point for the entire community.

Job Purpose: Deliver Procurement Training for B&Z Procurement & Logistics Unit.

General Resposibilities :

By the end of this training, participants should be able to:

• Understand the fundamentals of the NGO Standard procurement cycle and how each phase contributes to the effective management of spend categories and the supply chain function
• Understand the need for the involvement of procurement in specification development and build a basic understanding of the category sourcing process
• Undertake supplier appraisal, develop a post-tender appraisal and develop tender templates.
• Describe the difference between performance and supplier relationship management, and how to effectively manage termination.

Training Course Content:

• Introduction to procurement and supply Role and value-add of procurement
• Supply chain management
• Planning the procurement activities - The Procurement Cycle
• Types of specification
• Engaging suppliers in early discussion
• Managing the competitive bid process
• Selection, process, and evaluation criteria
• Implementation and ethical considerations
• Supplier performance management (KPI’s)
• Fraud prevention and measures

Performance:

• Training will be Online
• Up to 5 Staff will be given each 3 days of training sessions. 1 day for reporting.
• The trainer will coordinate closely with the B&Z HR Unit and with the tool’s manuals for revisions, brainstorming, and best practices approach.

Reporting:

The final reporting package should be delivered after the training directly.  

Key Performance Indicators :

• Working within the principles of the Code of Conduct.
• Ensuring that beneficiaries have access to the appropriate service.
• Ensuring that the Foundation’s team interacts with beneficiaries within the principles of the B&Z, especially preserving dignity and avoiding psychological harm.
• Achieving the required number of beneficiaries at the end of the program while ensuring the quality of work.
• Ensure that a safe environment is provided for the staff in the training.

Delegation of Authority: Reporting in Case of any violation in Safe Guarding Policy.

Education & Experience :

• University degree in a related field
• 3 to 5 years of job experience relevant to the function, in a comparable environment with non-governmental organizations.
• Excellent interpersonal skills.
• Prior experience in delivering training according to tight deadlines.
• Professional experience in crowdfunding training delivery.
• Ability to deal with administration and documentation.
• Knowledge of English written and spoken
