Information Management Coordinator (Recruitment will be on a rolling basis)

Main Role

LRC Information Management Coordinator will be leading on managing all LRC programmatic data for better programme design and reporting. The IM Coordinator will be embedded within the Technical Unit of the Planning Section working closely with PMEAL focal persons supporting all LRC programmes. The Coordinator will be supporting at a National Society level in all steps of data generation, data cleaning and storage, developing tools and solution to be used in programming as well as developing dashboards for reporting. Also, an intrinsic part of their role would be the development of predictive models out of the available data for better future programming and for evidence-based decision making.

The Coordinator will be also supporting LRC higher management in the digital transformation process of LRC, part of key objectives of LRC current strategy.

Responsibilities and Duties

  • Support all LRC Sectors as well as the Planning Section in elaborating data management plan.
  • Develop tools and solutions to support LRC ongoing programmes.
  • Coordinate with the Sectors and support in finding solution for their technical challenges.
  • Coordinate closely with the ICT Section, on data storage and data protection, as well as developing good data management practices.
  • Support the Planning Section in the development of digital solution for Monitoring and Evaluation plans of the programmes. Digitalize M&E tools (Surveys, PDM, KAP etc).
  • Analyze the data generated by the M&E tools.
  • Design and implement advanced visualization applications and automated dashboards in Power BI, to communicate data findings, internally (SG office, Sectors etc) and externally (PNSs, Donors etc).
  • Support programme managers in the implementation of their respective programmes specifically those who rely heavily on data (i.e. Cash voucher assistance, Community based projects etc.) in data storage, data cleaning, de-duplication and cross-checking of beneficiaries’ databases.
  • Contribute to and support all internal stakeholders in data quality assurance.
  • Being the lead at LRC in database design.
  • Back up and maintain all LRC programmes data regularly.
  • Ensure centralization and ease of access to information for all LRC relevant staff.
  • Use advance and adapted mathematical methods to create predictive models supporting decision making at management level.
  • Support the Planning Section in capacity building at LRC level in terms of PMEAL and Data literacy.
  • Support the Planning Section in drafting and updating LRC data responsibility policy, IM SOPs and best practices.

Technical skills

  • Strong knowledge of the following languages: Python, SQL, R. 
  • Strong and proven experience in cloud-based computing: Microsoft Azure. AWS is a plus.
  • Experience with ArcGIS mapping software as well as ArcGIS Survey123. QGIS and OSM are a plus.
  • Knowledge of another data collection software (KoBo, ODK etc) is a plus.
  • Strong and proven experience in data visualization in Power BI. Tableau is a plus.
  • Knowledge of statistical methods, sampling methods and survey methodologies is a must.
  • Experience in designing and developing mobile applications would be very valued.
  • Experience in working with different types of APIs is a plus.
  • Strong competencies and advanced skills in Excel.
  • Very knowledgeable about Microsoft 365 suite.
  • Experience in MEAL is a plus.

  • Strong communication skills.
  • Experience in coordinating and managing information in disaster response or complex emergencies is desirable.
  • Knowledge about Red Cross Red Crescent Movement is a plus.

 Master or engineering degree in Data Sciences, Predictive analytics, Artificial Intelligence, Computer Sciences, Mathematics or Statistics with strong coding experience.  Cloud based computing proficiency, preferably Microsoft Azure.  SAS, SPSS or any other certification in statistical software is a plus.  Any training/certification in PMEAL will be considered a plus.
