Program / Department Summary
Mercy Corps has been meeting the needs of conflict-affected communities inside Syria since 2012. Mercy Corps ensures consistent, technical and quality driven programming by Mercy Corps and partners in Syria. Mercy Corps implements a range of activities aimed at supporting positive coping strategies by addressing the basic needs of vulnerable families while strengthening opportunities to generate income and increasing access to livelihoods and promoting social cohesion objectives. Furthermore, Mercy Corps operates with a wide network of local implementing partners to advise, support, and coach targeted Syrian civil society organizations to better and more efficiently serve conflict-affected communities.
General Position Summary
In 2021 Mercy Corps will begin the migration of its collaboration, document management and productivity tools to Microsoft 365. This migration will happen across all our offices within the MC Syria program. The Data Migration Project Officer shall be the primary focal point within the country program for planning, operationalizing and improving Mercy Corps program data management, inclusive of transitioning to a single document repository accessible across multiple offices. S/He will work with IT Department, Senior Management, and departmental heads to strategize for best organization documentation structures while discussing with key stakeholders the required access control and file permissions that need to be created within a new document platform.
Essential Job Responsibilities
Data Management
● Work with Senior Management and Departmental leads on identifying key requirements and considerations for data structures with their teams;
● Develop a plan for Access Control Lists (ACLs) to be applied for departments and program teams;
● Review and understand Mercy Corps’ policies for Document Retention, including the Mercy Corps Finance Manual, Program Management (PM@MC) Policies. Program Performance & Quality Data Management, etc.;
● Work with Mercy Corps departments and units to create Mercy Corps file structure and systems to reduce redundancy, ensure quality of filing system and availability of data;
● Audit existing data structures, including local shared drives, current cloud drive solutions (Google Drive) and local document storage on individual computers and phones, to identify issues and areas for improvement and location of storage; and
● Create documented procedures and guidelines to outline Mercy Corps Syria’s file structure and to manage access permissions.
Data Migration
● Mapping access permissions on Mercy Corps’ cloud drive and local server, with direct assess as needed and approved by SMT;;
● Train employees and new hires on using Mercy Corps file structure, policies and guidelines;
● Utilize new cloud drive solutions and applications for the benefit of Mercy Corps;
● Ensure that all Mercy Corps directories and files are stored and catalogued as per relevant structure and guidelines;
● Create Data protection, backup and security plans for Mercy Corps SharePoint and file servers.
● Utilize automation tools to manage permissions, file namings in accordance with the approved file structure.
● Plan for backup, encryption and disaster recovery planning in coordination with the global/regional IT team;
● Generate weekly reports to ICT Coordinator and Director of Operations on project status and challenges; and
● Other duties as assigned by the line manager.

Representation
● Represent Mercy Corps Syria to Mercy Corps Global IT and Technical Project Manager as the primary focal point for data migration project for the country program.
Supervisory Responsibility
This position shall not start with direct supervisory responsibilities, but shall plan to build a departmental structure which may include direct reporting responsibilities, along with Operations and/or Information Technology leads.
Reports Directly To: ICT Coordinator
Works Directly With: Director of Operations, Director of Finance, Director of Grants, Director of Country Risk, Field and Hub Leads.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
Knowledge and Experience
● BA/BS degree in computer science, information technology, information management system or a relevant field.
● 2-3 years of experience in International NGO.
● Demonstrated understanding of cloud platform solutions, including Microsoft 365, Microsoft Sharepoint and/or Google Suite.
● Advanced speaking and writing skills in both Arabic and English, including technical/manual writing in English.
● Demonstrated attention to detail, following procedures, meeting deadlines and working and problem-solving independently and cooperatively.
● Knowledge of PowerShell, Automation tools, scripting languages.
● Advanced knowledge of Microsoft Office Suite, and Microsoft Excel in particular;
● Experience in database management; database design experience strongly preferred.
● The ability to communicate with management at all levels.
Success Factors
Critical problem-solving skills, and the ability to adapt institutional policies and donor requirements into a technical specification and work plan for implementation. Knowledge of innovations cloud storage and collaboration tools will be of significant use. Training and capacity building will be a key component for long-term sustainability and roll-out in complex environments.. A successful candidate will have the ability to interact effectively with international and national personnel and demonstrate the ability to multitask, meet deadlines and process information in support of changing program activities.
The successful candidate will have a desire to grow and learn in one of the most interesting and complex crises of our times. S/he will face challenges with a smile and lightheartedness. The successful candidate will be comfortable in asking colleagues for help as well as assisting others.
The position shall be based in Amman, and working regularly/daily with remote teams across four countries.
