ICT Manager

PURPOSE

The ICT Manager is a senior technical expert who manages and organizes all ICT systems and services in his/her assigned location. He/She designs and supervise the installation of ICT information systems.

 

Minimum required knowledge & experience:

University degree in IT

4 - 5 years’ troubleshooting experience in an area of the ICT service catalogue (e.g. workplace services, telecommunications, IT, help desk).

At least 2 years’ people-management experience

ICT management certification (ITIL) or similar certifications

Certification in project management an asset

Microsoft certification (MCSA level) is a plus

Excellent command of English. French language an asset

 

ACCOUNTABILITIES AND RESPONSIBILITIES

Independently carries out large computer and telecommunications infrastructure projects according to ICRC standards.

Provides technical support and training on ICT-related matters in the country or countries of assignment.

Monitors ICT installations and, in consultation with their coordinator and hierarchical superiors, takes appropriate measures to guarantee that they function properly, and that policies and procedures are followed.

Independently installs, maintains, uses and adapts existing large-scale infrastructure and material.

Tests ICT equipment, hardware and software networks and other devices in order to ensure optimal performance and standard configuration.

Participates in recruiting and training ICT staff.

 

Main activities

-ICT Management

Under the supervision of the ICT Coordinator and Head Of Support, he/she is responsible for the overall activities and performance of the ICT department in his/her Area of Responsibility (AoR).

Assumes independently the regular responsibilities of the ICT department, interrelating with all internal interlocutors and reporting properly to his/her hierarchy.

Supervises, coaches and gives technical support to the ICT staff (incl. ICT relays) on all sites inside his/her AoR.

-ICT Setup

Plans, installs, adapts and maintains all professional ICRC IT equipment (computers, servers, peripherals, power systems, LAN and WAN) respecting internal standards and procedures.

Plans, installs, programs, adapts and maintains all ICRC Telecom equipment respecting internal standards and procedures.

Implements ICT projects in his/her AoR.

Shares knowledge and maintains technical and administrative information updated following internal documentation and reporting procedures.

Register and treat information with accuracy.

-ICT Helpdesk

Provides 2nd (and if relevant 3rd) level support

Relies to 3rd level support (ServiceDesk or his/her technical superior) when needed, monitoring completion.

Always projects a positive and service oriented image of the ICT department.

-ICT Administration

Keeps an updated inventory attribution of all ICT equipment in his/her AoR in compliance with internal procedures.

Follows standard procedures for loans and attributions of ICT equipment and software, ensuring messages exist, approvals are correct, forms are completed and signed, and properly monitoring returns and reacting when necessary.

Knows and adapts to the local context ICRC ICT policies, procedures and standards from Geneva (GVA).

Creates and follows Internal requests and purchase procedures as per internal procedures and standards.

Receives and acknowledges shipments related to ICT equipment, and reports in case of defect.

Deals directly with local providers of ICT material and services for small/medium local purchases.

-Telecom Workshop and Stock Management

Repairs or sends for repair faulty ICT equipment.

Maintains the Telecom office/workshop and the Telecom stock clean in order and secured.

Ensures that basic stock item positions do not go below minimum levels and reacts timely.

Repairs, organizes repairs or ships to GVA

Maintains the workshop clean in order and secured.

Ensures stock is in order, free from pest infection, cleaned and secured.

Ensures that stock item positions/amounts do not exceed below minimum levels and reacts timely.

Organizes and controls movements of goods IN&OUT and maintains accurate records

Delivers independently monthly and periodical inventory crosschecks

-Focal Point for telecom issues

In charge of ordering, importing and licensing of telecom equipment.

Advises on radio room setup / Trains radio operators.

Assists in new telecom installations and maintenance.

Maintains, troubleshoots and improves the wireless links within Lebanon.

Follows up on new Telecom trends and technologies within ICRC and/or globaly and assesses their relevance for Lebanon context.

-Project Management

Manages projects him-/herself.

Reports the project progress to the ICT Coordinator.
