TIF - Senior Legal Consultant/Short-Term

Background and Context

The TIF project purpose is to facilitate export of Lebanese goods and services to generate foreign exchange through investments that simultaneously promote job creation, income generation, and improved livelihoods throughout the country.

TIF has three objectives:

1) increased exports of Lebanese goods and services,

2) investment facilitation leading to increased domestic investment, and

3) improved business and investment enabling environment.

Upon launching of the TIF project, the TIF team conducted several USAID approved sector analysis—under the TIF Activity—with the assistance of STTAs using a specific selection criteria. Those analysis resulted into identifying each sector main challenges, opportunities and potential areas of interventions related to the growth of each one of them.

In March 2021, TIF launched its Annual Program Statement, where it invited all key stakeholders in each of those sectors, to submit their development plans and concept notes through Formsite.

As a next step leading to acheive TIF’s objectives, the co-creation activities and round tables for those approved development plans will start, in partnerships with the private sector. Those activities will result into an implementable sector strategy supporting the TIF’s sectors by its respective selected partners.

Objective:

The objective of this assignment is to engage a Senior Legal Consultant/Expert to support TIF’s team with the needed legal and technical expertise in conducting the following activities:

A. Mapping and monitoring of the national and international legal and regulatory framework  

      Proposed time for the mapping and guidance based on the support required (26 days in total) 

The Senior Legal Consultant/Expert will be required to:

  1. Support in mapping and monitoring the Lebanese legal and regulatory framework.
  2. Support in mapping and monitoring the international regulatory framework that impacts the Lebanese legal scene.
  3. Provide guidance on policy draft and analysis.
  4. Provide guidance on policy-making, policy amendment or implementation.

B. Active participation to workshops, webinars, awareness raising sessions and meetings with partners and stakeholders                           

Proposed time for each activity: 1 day per activity (12 days for 4 sectors in total)

 The Senior Legal Consultant/Expert will provide support in workshops, webinars, awareness raising sessions and meetings to:

  1. Set, assist in arranging, and moderating workshop and webinar  discussions with pre-identified key  stakeholders to came up with holistic implementation strategies and selected policy reforms.
  2. Secure stakeholders’ endorsement and advocacy on each of the selected sector priorities policy reforms, eventually leading to a potential national strategy and a road map for each of the sectors.
  3. Moderate awareness raising sessions and meetings with partners and stakeholders.    

C. Building the capacity of sector actors to effectively advocate for BIEE reforms pers sector. Proposed time for (12 days for 4 sectors in total) 

The Senior Legal Consultant/Expert will:

  1. Develop the capacity of private sector organizations and associations to:
  • Conduct in-house policy analysis
  • Increase stakeholder engagement.
  • Implement effective advocacy strategies.

  2. Provide recommendations on lessons learned and reforms to focus on for future implementation.

 Summary and deliverables

To achieve the above objectives the consultant will work directly under the supervision of TIF Deputy Chief of Party [DCOP] and in collaboration with TIF Legal and Regulatory Policy Manager to develop and organize the implementation of each objective. 

For each of the three objectives mentioned above, the consultant will undertake the following duties and the project will include the following phases:

Objective 1: Mapping and monitoring activities

  • Phase 1: Advise, consult and support the TIF team on mapping and monitoring the Lebanese and internatioal legal framework.
  • Phase 2: Provide guidance on policy-making and amendments.

Objective 2: Workshops, webinars, awareness raising sessions and meetings

  • Phase 1: Assist in designing the activities’ format and discussion topics.
  • Phase 2: Support in leading the discussions.  

Objective 3: Building the capacity of sector actors to effectively advocate for BIEE reforms per sector 

  • Phase 1: Support in implementing effective advocacy strategies on BIEE reforms
  • Phase 2: Write recommendations on lessons learned and reforms to focus on.

iLocation of Assignment

 The location of this assignment is across Lebanon and online.

Level of Effort and Period of Performance: 

50 days for one year.

 

Deliverables

Objective 1: Mapping and monitoring of the national and international legal framework

  • A guidance note on policies to create or amend.

 Objective 2: Workshops, webinars, awareness raising sessions and meetings

  • Active participation in activities.

 Objective 3: Building the capacity of sector actors to effectively advocate for BIEE reforms per sector

Qualifications:

  • Bachelor’s degree or equivalent in Law
  • At least 12 years of relevant professional experience
  • Has good knowledge on BIEE reforms
  • Demonstrated professional experience creating, reviewing, analyzing business plans. 
  • Demonstrated business acumen and strategizing.
  • Strong interpersonal and communication skills and ability to liaise with diverse stakeholder groups.
  • Strong communication skills - both written and oral – in English and Arabic.
