Solidarités International (SI) is an International NGO working with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specialized for nearly 40 years in the coverage of vital needs, S.I. takes charge of emergency and reconstruction programs.
With respect for cultures and close to the people, Solidarités International implements its programs by combining its skills with those of its employees and local managers.
Solidarités International's teams, made up of around 270 expatriates and nearly 2200 local employees, are today present in 18 countries in Asia, Middle East, Africa and Caribbean where they are particularly committed to fighting diseases related to unsafe water but also in the essential area of food security and livelihoods.
ABOUT THE JOB
General objective:
Under the supervision of the Infrastructure Program Manager, the Water Service Activity Manager will ensure the proper implementation of the EL-SICR component of the program, focused on rehabilitating water networks under the authority of the North Lebanon Water Establishment. The Water Service Activity Manager will be in close contact with the NLWE through the Hydraulic engineer at the Qobayat office, and will, with their collaboration, oversee and ensure the proper implementation of activities.
The main challenges:
- The position involves external communication and coordination with local authority.
- The AM will have to coordinate with multiple organizations, as the MADAD-EU program is part of a consortium.
Priorities for the 2/3 first months:
- Properly understand the internal process of SI to ensure quick and smooth processes when implementing activities.
- Build a good relationship with the consortium partners, and with the NLWE and the seconded engineer.
Responsibilities and main activities:
JOB
List of main responsibilities:
• Ensure the Implementation of the activities and meeting the objectives as defined in the operation proposals.
• Coordinating with the North Lebanon Water Establishment (NLWE) Kobayat Local office, especially the Seconded Hydraulic Engineer dedicated to the project and EL-SICR activities.
• Ensuring that SOLIDARITES INTERNATIONAL’s quality standards are met and proposes adjustments or developments to ensure relevance if necessary
Assessments and project conception
• Participate in the preparation and oversight of assessments implemented by the seconded hydraulic engineer
• Participate in the definition of means (human and material) to mobilize for activities/ program implementation.
• Participate in the development of the team’s capacities (technical and methodological) in coordination with consortium partners
Project Implementation
• Plan and supervise the implementation of the EL-SICR activities according to the set objectives and SOLIDARITES INTERNATIONAL standards
• Support the Infrastructure Program Manager to ensure that objectives for the activities under his/her responsibility are achieved and the deadlines are met
• Partake in the whole EL-SICR activities implementation process from community involvement to technical assessments and then implementation and monitoring
• Regularly visit the activities’ sites and attend community meetings
• Identify and anticipate any risks and constraints related to the project activities and propose alternate strategies to the Program Manager
• In collaboration with the Infrastructure Program Manager and the expertise of the Senior Hydraulic Engineer adapt the locality selection methodology as necessary, in particular, the locality selection criteria
• Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations, propose adjustments to programs if necessary
• Use the SI management and monitoring tools for the activities, results and context
• Prepare Internal Order Forms (IOF) and follow orders in collaboration with the logistics department
• Support the Infrastructure Program Manager with the assessment of human needs, logistical and financial resources needed at different stages of the activities
• Ensure that the safety of persons and equipment at intervention/project sites is guaranteed
• Partake in the updating of tools for monitoring financial, logistical and operational activities (Operational Follow-Up, Project Planning Monitoring, Budget Follow-Up, indicators follow-up)
Team management
• Organise regular meetings and workshops with Seconded Hydraulic Engineer and consortium partners
• Support the Seconded Hydraulic Engineer
• Identify any training needs and implement training activities in accordance with operational requirements, with the support of the consortium partners
Monitoring and Evaluation
• In collaboration with the Infrastructure Program Manager and the monitoring team adapt the monitoring and evaluation tools and methodologies as necessary
• Support the monitoring and evaluation of surveys conducted
• Draft reports based on the monitoring and evaluation surveys conducted.
• Support in the community engagement monitoring activities implementation
Reporting
• Report activities to the Infrastructure Program Manager
• Implement the regular reporting for the EL-SICR activities progress using the appropriate formats, reports and databases
• Report any type of problem encountered on the field
• Be responsible for the production of administrative documents to be signed jointly with governmental authorities, communities, beneficiaries or partners
• Immediately report any problems or information that could affect the projects/activities or the security of the teams to the Program Manager
• Ensure the collection and compilation of information about the progress of projects/activities from the team
• Write regular reports on the progress of the activities for the Infrastructure Program Manager
• Partake in the drafting of reports and schedules/appendices related to the activities for donors and/or sponsors
• Maintain a local operational communication network and positive relations with the local/governmental authorities, donor representatives, UN, consortium partners and other international agencies in cooperation with the Program Manager and Program Coordinator
• Represent SOLIDARITES INTERNATIONAL in collaboration with the Infrastructure Program Manager for the projects/activities to the relevant bodies: local authorities, sector, partners, … within his/her employment location

The Water Service Activity Manager may be asked to drive Solidarités International cars and respecting the driving policies set by the logistic department and attached to this document.
The Water Service Activity Manager could be asked other responsibilities and tasks within the framework of his/her job on demand of the Program Manager.

YOUR PROFILE
Education
- A university degree or equivalent in the field of Water/Hydraulic or Mechanical/Civil Engineering or similar
- Master’s degree-Preferred
Experience
- Minimum of 2 years of engineering experience in water-related consulting, contracting, operations, institutions, academia, research.
- Previous experience working with NGO
- Knowledge of Lebanese context and work in coordination with Water Establishments-Preferred
- Knowledge of Near/Middle-East Context-Preferred
Skills & Competencies
- Good written and spoken communication skills
- Ability to draft technical documents and Bills of Quantity documents. Good understanding of tendering process.
- Commitment to knowledge transfer and capacity building of colleagues and partners
- Ability to maintain professional relationships with partner organizations, public institutions, and service providers
- Proven organizational skills and ability to effectively manage multiple tasks and perform under pressure
- High tolerance for lengthy processes, and ability to patiently and persistently follow-up
- Ability to think strategically and conceptually and to translate these into concrete results
- Capacity to work autonomously and in problem prevention/resolution

Languages
- Fluently spoken and written English and Arabic
