Monitoring and Evaluation Officer

The M&E officer’s responsibility is to coordinate and support the implementation of monitoring and evaluation of all the project activities to be conducted in accordance with the Results Framework. The M&E Officer will be working closely with the Child Protection Coordinator as well as with the field staff.

Duties and Responsibilities:

  • Assist in the delivery of an M&E report assessing the current progress with suggested recommendations.
  • Ensure the implementation of monitoring and evaluation policies and strategies, focusing on the following:
  • Participate in and contribute to the finalization of monitoring and evaluation frameworks for the project;
  • Assist in the development of monitoring and evaluation tools;
  • Provide technical support to the Program staff to strengthen their monitoring and evaluation system;
  • Conduct assessment on the field level M&E through staff meetings, focus group discussions and monitoring forms, and develop and lead the implementation of a capacity development plan;
  • Entering data into database software and checking to ensure the accuracy of the data that has been inputted;
  • Facilitate the review of progress on a quarterly basis and ensure problem-solving through remedial actions;
  • Assist in the identification of potential implementation problems and bottlenecks and recommend appropriate strategies to address them;
  • Assist the M&E senior consultant in the review of the quality of existing data sources, the methods of collecting them and the degree to which they will provide good baseline data for the end of project evaluation to develop approaches to address identified gaps;
  • Follow up on the implementation of evaluation recommendations; ensure the optimal use of evaluation findings by providing guidance in the preparation of timely management response to all mandatory evaluations and by developing a communication/dissemination plan;
  • Assist in the provision of a quarterly monitoring and evaluation report;
  • Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into project reports.

 QUALIFICATIONS AND EXPERIENCE

  • At least two years of relevant M&E experience in GBV and Child Protection programs and technical experience, including the utilization of both quantitative and qualitative methodologies;
  • Extensive experience utilizing the logframe approach for project monitoring;
  • Experience in indicator development, methodology and tool design, data collection and analysis, data quality assessments, and/or performance monitoring and reporting;
  • English fluency required;
  • Familiarity with current best practices in relation to evaluation and performance management beneficial.

SKILLS:

  • Demonstrated ability to train and build the capacity of others;
  • Strong interpersonal skills;
  • Experience in a non-governmental organization, and a good knowledge of local context and community in Bekaa;
  • Good Level of proficiency in Windows Excel and quantitative analysis;
  • Strong team spirit.

PROFESSIONAL STANDARDS:
While working on a KAFA project, it is required to sign KAFA’s PSEA and KAFA’s Child Protection Policy.
