Background
René Moawad Foundation is recruiting a policy expert with the objective of formulating a blueprint framework to support MSMEs to be sustainable and resilient.
This project is a US Department of State funded project implemented by RMF with an aim to improve Lebanon’s small business enabling environment to increase economic growth through working with Micro, Small, and Medium Enterprises (MSMEs) and relevant stakeholders in the private sector.
The first objective is to provide opportunities for MSMEs to create jobs and contribute to a diversified, thriving private sector, achieved through the business restoration of 100 MSMEs (micro or small/medium sized business) within the Beirut blast region by providing coaching, business development assistance and micro-grants.
The second objective is to improve processes and skills to transparently and effectively respond to small businesses’ community needs through the development of a national framework for the restoration and expansion of opportunities for local small businesses.
Scope of Work
The methodology will include the following approach:
1) Conduct a survey from the 100 benefiting MSMEs to draft a national framework on
business restoration efforts.
2) Conduct two focus groups: one dedicated to experts, technicians, managers, and
entrepreneurs; and the second for business community representatives, including but not
limited to: chambers of commerce, business associations, and business Incubators. The
objective of the focus groups will be to discuss the findings of the data collected from the
100 MSMEs that benefit from the project.
3) Draft a national framework on enhancing MSMEs in Lebanon based on the results of the
survey and the focus groups.
4) Conduct advocacy meetings with main stakeholders
5) Submit general and detailed reports for each of the mentioned activities
Working Relationships
The business expert shall report to and receive overall policy guidance from the RMF project Manager. He / she shall work closely with the RMF Project Manager and together they will plan key support services and activities as required.
Titles of Property
All outputs produced by the business expert under this Scope of Work, including, but not limited to data, materials, writings, reports, outlines, drafts, any other materials or deliverables, is the intellectual property of RMF.
Qualifications
- Bachelor’s degree or equivalent in law or business
- At least 7 years of professional experience.
- Experience working on development projects.
- Strong interpersonal and communication skills and ability to liaise with diverse stakeholder groups.
- Strong communication skills - both written and oral – in English and Arabic.
