Project Officer EU4WE (M/W)

  I- Context : 

The EU-funded Project EU for Women Empowerment (EU4WE) is a 36 months’ projects (October 2019 - October 2022) aiming at promoting full and unconditional equality between men and women in Lebanon.

The specific purpose of EU4WE is to:

  1. Reduce gender-based violence through women empowerment
  2. Enhance existing institutional mechanisms working towards gender equality.

The following results are foreseen in order to reach the abovementioned purposes:

  • Result 1.1 (component 1): Entrepreneurial capacities of Lebanese women are enhanced (Women economic empowerment programme)
  • Result 1.2 (component 2): The legal mechanisms against gender-based violence's are enhanced (Legal capacity building on GBV of legal professionals
  • Result 2.1 (component 3): Gender oriented knowledge production and dissemination with the relevant stakeholders (Support to gender observatory and gender machineries)

This project is implemented and managed by Expertise France (EF). Expertise France is the French public agency for international technical assistance. The agency provides partner countries with knowledge, skills and management expertise in:

  • Democratic, economic, and financial governance,
  • Stability, international security and peace,
  • Sustainable development, climate and agriculture,
  • Health and human development.

  II- Job Description:

Under the direct hierarchical supervision of the Deputy Project Manager, and by extension the Team Leader based in London and the Project Manager based in Paris, the Project Officer will be responsible for the day to day operational, administrative and financial aspects of EU4WE activities implementation in a timely manner.

His/her main responsibilities include, but are not limited to:

Administrative and logistical tasks:

  • Handle the daily administrative and logistical support of the project team;
  • Ensure all documents are saved in the common drive
  • Update, disseminate and archive all administrative and technical documents related to project implementation;
  • Organize zoom meetings and handle reporting of meetings (list of meetings, minutes, etc);
  • Support the Deputy Project Manager on the preparation of the monthly reports by following up with the relevant team members in charge of preparing the content to make sure they  are delivered in a timely manner, edit the document (mise en page);
  • Support the recruitment of short-term experts (publication of calls, preparation of draft contracts and other related tasks);
  • Follow up on contractual deadlines of short-term experts;
  • Liaise with the Monitoring and Evaluation expert and collect the necessary data for the proper reporting on different M&E tools;
  • Provide logistical support for events, seminars, workshops and training sessions organized in the framework of the project, in coordination with EU4WE team;
  • Support travel logistics of expert missions in Lebanon (hotel accommodation, car rental, agenda drafting, meeting requests and organization, etc).
  • Formatting of documents and reports ensuring they contain the relevant logos and follow the EU guidelines
  • Support the Deputy ProjectManager, Team Leader and Project manager and other tasks

 

Financial and procurement tasks:

  • Support the procurement processes with suppliers in conformity with EF guidelines and regulations;
  • Prepare payments through EF’s accounting software (ATLAS);
  • Manage the daily finances of the project (reporting of expenses / petit cash);
  • Support the team in the budget preparation and forecast;
  • Ensure that timesheets and invoices of short- and long-term experts are prepared based on contractual calendars before they are revised by the Deputy Project Manager, Team leader and Project Manager;
  • Archive the project’s expenses supporting documents;
  • Assist in the budget follow-up of the project   

  III- Required Profile:

       Educational level:

  • Bachelor’s degree in Business Administration, Public Administration, Finance, Logistics or any related field. 

Professional qualifications:

  • A minimum of 3 years of professional experience in the financial, administrative and logistics support of development projects, preferably within International partners/organizations and multicultural environment;
  • Excellent reporting and writing skills;
  • Fluency in Arabic is required as well as professional working knowledge of French and English is required;
  • Good computer skills: MS Windows and MS Office packages (Excel, Word, PowerPoint, Outlook);
  • Sound knowledge of gender equality and women empowerment is an asset;
  • Knowledge of EUD and EF procedures is an asset.

  • Excellent communications and networking skills;
  • Able to deliver quality work while meeting tight deadlines in a stressful environment.
  • The person needs to live in Beirut.
