Design Engineer Team Lead

Project Background:
The Water Sanitation and Conservation (WSC) Project’s purpose is the enhanced conservation and protection of Lebanon’s water resources through achieving three objectives: 1) capacity of wastewater (WW) and sanitation management expanded; 2) efficiency of public water utilities to manage water resources increased; and 3) citizens’ water stewardship enhanced. In achieving WSC’s three objectives, USAID hopes to gain fuller municipal and community integration and a greater sustainability of water sector enhancements.

Key Duties and Responsibilities:
The Design Engineer Team Lead will be responsible for, but not limited to, the following:

  • Supervise, coach, and mentor WSC Design Engineers. Provides work assignments and priorities to the design engineers.
  • Develop technical scopes of work for architect and engineer (A/E) design services subcontracts.
  • Plan for and participate in the design subcontract kickoff meetings, direct and manage project design from the point of concept development, project evaluation and selection, feasibility studies, reviews of draft and final plans, BOQ, technical specifications, to the point of a complete design package ready for solicitation and procurement of construction subcontracts.
  • Act as liaison between DAI’s A&E consultants and USAID A&E consultants to ensure the design plans are complete, clear, and free of errors and the design is optimized and safe.    
  • Develop and implement design project management plans, including QA/QC protocols and documentation, technical communications with the A/E design subcontractor, monitor design progress, quality, and costs, review A/E subcontractor invoices.
  • Review, comments and approves construction subcontractor shop drawing submittals in a complete and timely manner. Ensures that a submittal log is used to closely track the processing and communication of submittal statuses.
  • Work closely with the Senior Construction Engineer to ensure that required additional design details or modifications to construction projects, including specifications, are developed and or modified as approved, for construction projects in a timely manner.
  • Provide coordination and regular communications with the WSC A/E design team (subcontractor). Reports any performance related problems to the Design and Construction Manager. Inform the Design and Construction Manager of any significant design related issues, during the design development or during project implementation.
  • Investigate and ensures compliance with administrative processes for design consultancy subcontract work and that all required design related permits and licenses are obtained by the A/E firm or are included as requirements of the construction subcontractors.
  • Ensure that design documentation adheres to and complies with USAID's, DAI’s and local/ international standards.
  • Conduct field visits to investigate design issues.
  • Ensure all construction design projects comply with WSC's Construction Quality Control Management Plan (CQCMP).
  • Manage progress and required changes in the design project scope. Ensure that design changes are processed in a timely manner.
  • Provide design related reports and project updates to the Design and Construction Manager for the development of weekly, monthly, quarterly, and annual reports.
  • Provide engineering design support to the Conservation and Resource Protection Team, and other WSC team members as needed.
  • Conduct design interface with the Lebanese entities that will end up taking possession of the projects, discuss and address their concerns.
  • Assist the Construction Engineers in reviewing as-built drawings.
  • Serve as the acting Design and Construction Manager during his absences.

Qualifications:

  • A Bachelor’s degree from a recognized university in civil or mechanical engineering.
  • Master’s degree in engineering or construction management is preferred.
  • Minimum of seven (7) years of water and wastewater design experience (design experience in other domains and/or construction management experience shall not count towards this requirement).
  • Minimum of 15 years of general engineering experience in civil or electromechanical projects including design, construction, and construction management.
  • 5 years of experience managing and supervising other design engineers.
  • Experience working on USAID construction projects and knowledge of USAID policies, strategies, and regulations is a plus.
  • Excellent interpersonal skills and ability to coordinate among professionals of different backgrounds.
  • Proven engineering design project life cycle experience (from project scoping, selection, evaluation and selection, pre-feasibility and feasibility studies, including preparation of BOMs/BOQs, technical specifications, and cost estimates.
  • Comprehensive understanding of implementing construction QA/QC programs.
  • Excellent report writing and organizational skills.
  • Proven ability to develop timely solutions for complex construction problems.
  • Fluency in Arabic, and excellent verbal and written English skills.
