Objective 1: Conduct a Gender Analysis and Assessment to collect qualitative and quantitative data. This should include the following:
- Analyse the context in which the project is implemented with a gender lens.
- Assess to what extent Nabaa’s practices are responsive to gender and social inclusion, within this project.
- Identify gender gaps, for men and women particularly female headed households
- Assess how Asmae can further support Nabaa in mainstreaming gender
Objective2: Provide a series of tailored training in order for the staff to have mutual understanding of gender mainstreaming and gender assessment and analysis to be able to refine the primary assessment.
The training should cover the following topics:
- Concept of gender/ Gender mainstreaming and inclusion/ Gender analysis and assessment/ Gender in practice/ gender in M&E and other topics which the consultant consider it as a need.
Objective 3: Support Nabaa and Asmae to refine the analysis and to adjust the implementation to properly mainstream gender across the project
Once Nabaa and Asmae Lebanon teams have been trained on how to conduct a gender assessment and analysis, the consultant will support them in refining the preliminary findings of the gender analysis and assessment s.he has conducted. Once, final findings and recommendations have been developed on such basis, the consultant will support both teams in designing and implementing the needed actions – mainstreaming gender across the project (including developing / adjusting curricula, guidelines, tools, etc.).
- Methodology and process
The consultant will be required to conduct a preliminary Gender Equality and Social Inclusion analysis, which will help in developing a tailored capacity building plan to train Asmae and Nabaa’s staff on gender topics and further support them in deepening the analysis, developing an action plan for greater gender mainstreaming and implementing the actions required.
- Conduct gender analysis as part of the Youth for change project and produce a report
- Conduct gender assessment of practices by Nabaa and Asmae, as part of this project
- Conduct trainings on gender basics and gender assessment and analysis, share preliminary findings to Nabaa and Asmae Lebanon.
- Support Nabaa and Asmae in developing exploring further the gender analysis of this project, including by supporting the development and use of data collection tools to help in Identifying existing gender inequalities and their underlying causes.
- Support Nabaa and Asmae in preparing an action plan and starting the implementation of the required actions (including by reviewing the content and methodology of activities, developing tools – including for gender-responsive M&E, etc.).

This allocation is open to further discussion with the consultant (and can be commented accordingly as part of the application).
The 45 days will be spread over a period of 4 to 5 months (to be discussed further based on calendar suggested by the consultant when applying). The idea is to have a continuous support for a few months to avoid having a one-off session that would not allow ownership of the stakes and the gender mainstreaming process.
The approach is highly participatory and it is expected to have a tailored training and coaching on gender based on the project context and stakes as well as based on both Asmae and Nabaa’s current capacities and practices rather than a fixed, preconceived training on gender.

A financial proposal with detailed costs (daily fees, number of worked days, transportation costs, etc.) and all-inclusive, in a separated document. Noting that the maximum budget is 8700 Euro.
