CASH and Livelihood Program Manager-DFAT-Akkar

MAJOR RESPONSIBILITES:

Oversee and manage the Cash & Livelihood program

Manage and oversee the portfolio of Cash and Livelihood (C&L) grants in all areas in close collaboration with the project coordinators.

Ensure optimal operational and financial performance of on-going projects through monitoring and providing technical assistance and support to address implementation challenges.

Ensure that projects documents and all related operational tools and reports are submitted in a timely manner.

Act as a budget holder for all Cash & Livelihood grants and ensure compliance with donor requirements and sound financial expenditures.

Ensure that all phases of the grant’s cycle are taking place from start-up until close out.

Ensure timely projects’ implementation according to donors’ requirements and regulations through close coordination with the responsible project coordinators.

Develop Terms of References, contracts and ensure that consultants hired to supplement WVL projects’ programmatic work are supported and are delivering according to the signed agreements.

Lead on the development of C&L program risk matrix and provide support to the project coordinators in Identifying, managing and mitigating projects’ risks.

Coordinate with the C&L specialist on all matters related to the sector to ensure that projects deliverables meet the required quality.

Work closely with the Finance Department on projects’ budget, financial reports and cash flows.

Play an active role in the organization of donor visits in close collaboration with the responsible departments.

Facilitate evaluation-related activities of projects in collaboration with the MEAL Team, the Technical Team and other stakeholders as needed.

Ensure that lessons learned events are taking place for C&L projects and that lessons learned and best practices are shared within the C&L program team.

In coordination with the Human Resources Department, Lead the development of the workforce & staffing plans for new grants and ensure that the current C&L structure is adequate to the projects’ delivery.

Lead the recruitment of projects’ staff in close coordination with the related project coordinators and the Human Resources Department.

Review project level analysis and trends in order to take operational measures to address gaps.

Ensure that all control measures developed by Compliance Accounting and Reporting Coordinator (CARC) are clearly communicated and respected by the team; Conduct spot checks to monitor those mechanisms.

Be aware of the emergency procedures in a response and ensure that necessary preparedness measures have been implemented.

Manage the Performance and Build the capacity of program staff

Provide leadership, mentoring, and coaching to C&L Project Coordinators.

Ensure C&L staff compliance with World Vision’s policies and procedures.

Provide opportunities for capacity building to Project Coordinators in consultation with the Deputy Operations Director and HR to ensure proper technical and personal development.

Coach, support and motivate the team ensuring quality performance of their tasks.

Effectively manage the performance of direct reports ensuring performance agreements, regular performance reviews, and annual appraisals are done. Address performance or behavioral issues when they arise.

Contribute to networking, partnering & resource acquisition efforts

Assist in identification of new partner organizations, including INGOs, Local NGOS, CBOs and private sector

Contribute to development of new partnership models and innovative approaches

Support the design of new projects in conjunction with the Grants Acquisition and Management (GAM) team and local partners, including designing projects goals, budgets, activities, and deliverables.

Provide input into development of new strategies and approaches for WVL interventions in the C&L sector.

Assist and support grants acquisition and proposal development in close coordination with the GAM unit

Represent WVL with relevant donors and in sector working groups.

Oversee output reporting, info dissemination, and incidents’ reporting

Support in developing and disseminating in a timely manner project/program monitoring reports as well as ensure timely discussion and follow up with the findings in partnership with the Field Operations and Program Development and Quality Director.

Ensure that material development for the C&L projects ( such as Q&A) is done.

Ensure timely reporting on information disseminated to communities and partners

Ensure communities and partners are properly informed about WVL, its Complaint mechanism, the project activities and WVL Safeguarding policy.

Ensure complaints/feedback are collected and referred directly to the Accountability unit and follow-up as necessary

Report any child and adult safeguarding incident as per the established guidelines and ensure that safeguarding incidents are being reported by project staff as required

Ensure that Indicator Tracking Table (ITT) reporting is done by the project coordinators and that the MoVs are validated

Ensure timely and good quality reporting internally within World Vision and externally to donors.

Perform other duties as required

Attend and participate in WVL’s spiritual nurture and other organizational events.

Responsible of own security and actively contribute to a positive security culture.

Report CP incidents as per the safeguarding policy guidelines.

Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.

Perform other duties as assigned by Line Manager.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

At least 5 years of experience in the humanitarian field (Development/relief).

Experience in Project Management and budget management.

Proven experience in managing a team in a multicultural environment.

Proven experience in managing Cash & Livelihood projects.

Proven knowledge in donors’ strategies and requirements.

Required Education,

training, license,

registration, and

certification

University degree in a development-field.

Preferred Knowledge

and Qualifications

At least 2 years of experience in an INGO.

Ability to cope and maintain performance expectations under pressure.

Ability to work in and contribute to team building environment.

Strong knowledge of core principles of children rights, participation, do no harm, as well as children in emergencies minimum standards.

Position requires availability and willingness to work outside regular office hours occasionally.

Position r

equires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.
