Finance Manager

Tasks and Responsibilities

  1. Prepare on a quarterly basis, a list detailing the disbursement priorities covering all expenditures in the annual work plan;
  2. Prepare on a timely basis the Direct Cash Transfer (DCT) and submit the statement of expenditures along with the liquidations to UNICEF;
  3. Follow-up with relevant CRDP-UNICEF program stakeholders to ensure timely and accurate submission of relevant documentation;
  4. Report and file documentation for audit as per UNICEF HACT regulations;
  5. Coordinate with the external auditors and provide all the requested documents;
  6. Ensure that the supporting documents for payments are duly collected from relevant stakeholders and follow-up on the approval cycle in a timely manner;
  7. Check invoices and prepare payment vouchers;
  8. Correspond with suppliers regarding invoice related inquiries;
  9. Prepare new scenarios for the CRDP-UNICEF budget based on occurring circumstances at CRDP and new plans launched;
  10. Prepare the budget of the annual work plan, and set budget benchmarks;
  11. Prepare accounting entries and financial transactions;
  12. Prepare the meeting minutes of the steering committee;
  13. Prepare the bank reconciliations;
  14. Record financial transactions on the accounting system and tools where applicable;
  15. Check expenses records of CRDP-UNICEF project and activities;
  16. Prepare the monthly budget control statement and submitting it to CRDP President and the Heads of the CRDP-UNICEF project;
  17. Maintain an effective filing system both hard and soft copies for easy retrieval and future use ensuring confidentiality and accuracy;
  18. Prepare/present financial reports when requested;
  19. Support in building the capacity of CRDP’s accounting division and in recommending innovative solutions for increased efficiency;
  20. Perform other tasks related to the program objectives as assigned by CRDP President or the Head of Pre-service and In-service training bureau.

Educational Background

  1. Master’s degree in Finance and Accounting or relevant field.
  2. An accounting professional certification (CPA, ACCA, CIA, etc.) is a plus.

Previous Experience

  1. Minimum 5 years of experience as a Finance Manager;
  2. Proven experience with donor-funded projects is strongly preferred;
  3. Solid experience with accounting systems;
  4. Proven experience with public sector is a plus.

Languages

Excellent verbal and written communication skills in Arabic and English; French is a plus.

Technical and Computer Skills

  1. Strong knowledge of the new laws and regulations issued by the Ministry of Finance and BDL;
  2. Advanced knowledge of MS Office and Excel functions specifically.
  3. Strong experience with accounting software.

 

 

SALARY per month:

Between USD 2,000 and USD 2,500 (Bank transfer in Lollar)
