Ensure quality of programs and projects in the area of operations while maintaining potential growth options

Provide overall leadership to the implementation of World Vision’s (WV) sponsorship programming in alignment with the critical path of the Development Programme Approach (DPA).

Ensure optimal operational and financial performance of on-going projects through a combination of support, monitoring, and technical assistance to address implementation challenges.

Contribute in the overall programs planning process with direct field staff and National Office functions to ensure alignment with context, humanitarian needs and strategy as well as operational feasibility and technical quality.

In coordination with the support functions, ensure sponsorship programming adherence to financial, procurement and administrative policies.

Approve and evaluate Areas’ Budgets in relation to sponsorship programming, expenditures and accomplishment of programs objectives.

Support Senior Operations Team in ensuring high standards of quality programming in alignment with WVL’s strategy, World Vision’s (LEAP and DPA) and donors’ guidelines and standards.

Ensure that recommendations from audit reports and audit findings (relating to sponsorship programming) and program/project evaluations are addressed and implementation plans developed for the recommendations of the reports are in place and accomplished to actively manage risks.

Support the operational capacity and systems in the area including the projects load and human resources.

Ensure the current sponsorship model for the area is efficient and effective while taking into consideration geographical focus, vulnerability and Support Office engagement.

Coordinate closely with Program Managers and Deputy Operations Director to ensure community/stakeholder access to grants being implemented in the area of operations.

Coordinate closely with the Program Managers to ensure workflow of information about the activities implementation within the area of operations.

Ensure the office space is well maintained and admin/logistics tasks are performed in good quality.

Act as accountable budget holder for the sponsorship programming in the area of operations.

Ensure MEAL requirements for the Area Programs are completed in due time (Semi annual and annual reporting, annual AP plans, review processes, output level reporting, etc.) as per the LEAP and WVL requirements.

Ensure that sponsorship programming is implemented with the different considerations related to urban programming that meet global and WV standards.

High quality implementation of the sponsorship programming in the Area of Operations, following LEAP guidelines and the DPA approach.

Burn rate of more than 90% of the Fiscal Year budget for the sponsorship programming.

New partnerships developed during the course of the Fiscal Year.

Maintaining positive relationships with existing partners during the course of the Fiscal Year.

Audit reports recommendations taken into account and implemented.

DIPs and Budgets planning and redesigning of the sponsorship programming.

Design meetings participation and input to strategic orientation for area of operations.

Constant communication with the Senior Operations Team and support functions.

Apply WVI standards when implementing sponsorship programming and urban programming.

Handle External Engagement in the Area

Actively pursue and develop internal and external networks consistent with the vision, mission, core values, and overall organizational objectives.

Actively engage in identifying new partners and donors while maintaining the current programming that WVL operates in.

Build and maintain relationships with local authorities, community representatives, NGOs, donors and other stakeholders to ensure strong and effective working relationship, program’s sustainability, and to maximize the financial and technical resources and develop a synergy for effectively serving the community.

Develop external engagement plan for the area that includes communication and visibility plans in close coordination with the Communications Department.

Lead on local level advocacy with relevant actors in coordination with the Advocacy Coordinator and the relevant technical leads.

Representation of WVL in external meetings that are related to areas of operations.

Constant communication and engagement with partners on the area of operations level.

Advocacy initiatives in the area of operations based on the technical guidance from technical leads and advocacy coordinator.

Identifying new partners within the area of operations and communicating to relevant program managers or project teams for follow up on implementation and partnering.

Handle Team Management & Development

Select, coach, develop and manage a strong team, building a culture of empowerment, high performance, openness, transparency, accountability, and mutual support.

Provide leadership in maintaining positive, constructive and supportive communication with all teams.

Lead and participate in the recruitment, selection and development of key sponsorship operations staff.

Effectively manage the performance of direct reports, ensuring performance agreements, regular performance reviews, and annual appraisal are finalized and submitted on a timely manner. Address performance and behavioral matters timely and effectively.

Provide input to Program Managers about the performance of grants project coordinators as required. Ensure optimization of subordinates’ potentials through coaching, on-the-job training, and capacity building.

Team is supported through capacity building, mentoring, coaching, referring to trainings, etc.

Positive leadership mindset is shown with the team and constant communication with the direct reports is expected.

Recruitment of qualified individuals for the team when needed.

Compliance in managing performance for direct reports and ensuring all WV processes are implemented.

Perform other duties as required

Attend and participate in WVL’s spiritual nurture and other organizational events.

Responsible of own security and actively contribute to a positive security culture.

Report CP incidents as per the safeguarding policy guidelines.

Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.

Perform other duties as assigned by Line Manager.

Contribute to Risk Register for WVL.

Ensuring participation of staff and self in the organizational events.

Ensure staff safety and security throughout the implementation of the projects.

CP reporting as per the safeguarding policy guidelines.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

Minimum of 5-7 years’ experience with international development and relief fields in a similar management role, preferably within NGO.

Strong experience in managing and supervising staff.

Experience in managing programs and projects with special focus on development and urban programming.

Strong planning and organizational skills and ability to prioritize.

Excellent analytical skills

In-depth knowledge of project design, project management, and project implementation

Good understanding of the community Development concept and practices.

Ability to establish and maintain strong relationships with major NGOs, donors, and government agencies

Excellent interpersonal skills, especially in a cross-cultural environment, and ability to analyze and solve problems, persuade, network and negotiate.

University degree in a field related to community development or social work (preferably in the field of sociology, social work, public health, agriculture/rural development, economics, etc.).

Computer literate in Microsoft Office.

Preferred Knowledge

and Qualifications

Excellent proven track record of donor relations and relations with community stakeholders.

Proven skills as a facilitator of community development and human development processes, with the focus on urban programming.

Good understanding of emergency relief operations and grants management.

Previous experience in managing programs/projects in urban contexts.
