Qualifications
- University degree in a relevant field of work (economics, social sciences, political science or equivalent)
Professional experience
- A minimum of 7 years of experience of working in the field of employment promotion or related areas, e.g. private sector promotion, technical and vocational education and training (TVET)
- Experience in advising ministries and subordinate authorities, e.g. Ministry of Social Affairs (MoSA), Ministry of Labour (MoL) or other relevant ministries on approaches designed to promote sustainable employment, especially for young adults and women
- Knowledge of instruments of active labour market policy, incl. on the inclusion of young adults, women and people with disabilities in the labour market
- A minimum of 3 years of experience in international development cooperation
- Experience in planning and conducting organisational development and capacity development
- Extensive experience in working with government officials and the private sector
- Knowledge of and experience in project management
- Ability to interact with policy makers and facilitate high-level meetings of experts, government officials, employers and representatives of the international community
- Fluency in writing, reading and speaking in English and Arabic, Knowledge of German language will be an advantage
- Strong communication and coordination skills

- Detailed knowledge of national development policy issues, development cooperation and international cooperation
- Social, intercultural understanding and interest, flexibility, ability to work in a team, sense of diplomacy, ability to work in a politically sensitive environment
- Demonstrated ability to work effectively in a fast-paced office environment, both independently and as part of a team
- Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high quality work products
- Willingness to up-skill as required by the tasks to be performed – corresponding measures will be agreed with management

- Responsibilities
The position holder is responsible for:
- Coordination and implementation of activities in Output 2 “The Employability of young adults, women and people with disabilities is improved.”
- Budgeting, operational planning, administration and controlling of the interventions in Output 2
- Ensuring the achievement of project objectives, proper monitoring and reporting of project outcomes against project indicators in the area of Output 2
- Cooperation management in Output 2, establishment of partnerships and financial agreements with local partner organisations
- Establishing synergies and ensuring good collaboration with other field of activities within the project, as well as with relevant projects under the GIZ umbrella and those of other donors.
- Supporting the development of information and communication products
- Contributing to innovation and knowledge management.

- Support the officer responsible for the commission (AV) in the content-related implementation of the project, in particular in project management, internal project monitoring and reporting related to Output 2

- Planning, preparation, implementation, monitoring and evaluation of project activities related to Output 2, including events. This includes, but is not limited, to activities in the field of:
- Identify and/or develop active labor market measures to assist young adults, women, and people with disabilities in transitioning to work and maintaining existing jobs.
- Plan and implement short-term courses to prepare young adults, women and people with disabilities for entry into the labor market, e.g.: life skills, digital skills, entrepreneurial skills, (paid) internships and in-service training, including support for social security coverage.
- Initiate and facilitate dialogue formats with Lebanese institutions and civil society actors to identify and disseminate effective inclusive approaches for employment promotion.
- Plan and implement job matching and profiling, including through: mentoring, career coaching; raising awareness of working conditions and rights, including inclusion of people with disabilities and access to improved social security; use of online employment platforms; enhancing job opportunities in selected sectors with high employment and growth potential, including remote working opportunities.
Description of project: The aim of the project is to improve the employment situation of young Lebanese adults, women and people with disabilities in selected pilot regions (Beirut and Mount Lebanon).
The project has 3 outputs:
- employment potentials for young adults, and women and people with disabilities are identified.
- employability of young adults, women and people with disabilities is improved.
- the competitiveness of micro, small and medium-sized enterprises in selected employment-relevant sectors is improved.
