UNICEF Project Coordinator-Bekaa

MAJOR RESPONSIBILITES:

Lead, Plan and manage project teams, activities and reporting:

Manage, plan and supervise the project’s activities in order to ensure quality of World Vision’s UNICEF program interventions, both the hard and soft WASH components that include the provision and delivery of emergency WASH services, facilities, infrastructure and behavioural change activities implemented in ISs. The project activities includes but not limited to, Water trucking, providing water in other modalities Desludging, HP, Latrines installation, Water Tanks distribution, Wastewater Management Infrastructures design and installation, COVER, NFI distributions, Drainage and Flooding response.

Produce and regular update for the essential project management tools and documents such as, work plan, implementation plan, procurement plan, budget forecast, risk matrix, selection criteria, exist strategy etc.

Monitor the project budget and track spending’s, keeping regular update of the project monthly Financial Reports (FRs) while sharing figures with the WASH Program Manager, WASH Program Coordinator and the finance team in order to take actions and make modifications accordingly.

Track the targets achieved vs. indicators and adjust field activities accordingly.

Produce timely narrative reports and ensure they are correct and according to donor requirement.

Ensure implementing the UNICEF project as per the WVL vulnerability selection criteria and WaSH SOPs and standardize forms to be used for site inspection.

Ensure work is carried out as per the community needs and project standards and in close coordination with the local government representatives and partners.

Ensure regular and close coordination with WVL WASH technical team on all technical project aspects.

Conduct weekly visits to monitor activities on site.

Conduct regular team meetings to plan the works and discuss challenges.

Supervise and review the project operations requests and their supporting documentation so they are prepared, submitted and filed according to WVL procedures.

With close coordination with the WASH Specialist, Program Manager and project Team Leads, supervise all project activities (Services, Facilities, Infrastructure, and Behavioural Change) planning and implementation based on WVL WASH SOPs and the agreed criteria of beneficiaries’ selection.

Coordinate closely with the MEL Coordinator, Information Management (IM), P&C, GAM as well as different support functions at WVL to ensure accountability, transparency, adequate data information management, and monitoring and evaluation, etc.

Follow up on all necessary procurements related to the UNICEF project purchases, as well as with potential contractors based on WVL procuring standards.

Coordinate with Finance department to ensure payments are facilitated on a timely manner.

Manage and update the project tracking tools on all required levels.

Ensure adequate documentation and filing of the UNICEF project related documents.

Ensure that project documents and Means of Verifications (MoVs) are carefully validated and filed.

Set the weekly/monthly plan of work activities with the field teams.

Support the MEAL team in developing appropriate data collection tools for output level reports.

Review ITTs and ensure the MEAL Coordinator and the IM team are provided with accurate data to feed into the projects’ beneficiaries’ database.

Ensure regular coordination between the project team and the Data Management and Accountability units during fieldwork to unify processes and increase efficiency.

Identify risks and put the necessary mitigation plans while engaging the needed internal colleagues.

Organize Lessons Learned events and support in producing Learning Reports as needed.

Attend and participate in capacity building trainings locally and internationally.

Project plans are in place and ‎updated regularly to ‎ensure activities are ‎completed on time and ‎within requirements.‎

Project Management tools are in place and being used to ensure monitoring, progress tracking and quality reporting.

Baselines and evaluations are completed on time and with high quality and meet WVI quality standards and are aligned with PDQ and Sector expectations and needs.

Good relationships are established with the donor, host community and all other parties.

Close coordination with WASH MEAL Coordinator, WVL WASH Coordinators, Specialist and Accountability and Data Management unit is maintained.

Act accountable for all the outcomes related to the UNICEF project.

Monitoring plans are implemented as set, and narrative and financial reports are submitted on time and with good quality.

Build relationships & capacities of the hosting and beneficiary community

Build and maintain healthy relationships with local actors covered in the project (Water Establishments (WEs), WASH Partners, Site leaders, etc.) and liaise with municipalities in which activities are planned to take place with proper engagement of partners and any critical stakeholders in each community.

Attend the WASH Senior Program Team (SPT) meetings, to ensure regular coordination with WASH project coordinators, MEAL coordinator and the WASH Program Manager.

Keep good communication, prepare and participate actively in donor technical discussion and design workshops and field visits.

Conduct meetings with key stakeholders to engage them in the project interventions and agree on their contributions in order to ensure sustainability.

Actively attend and participate in sector working groups

In collaboration with the WASH Technical Specialist, contribute to technical evaluation of activities and take initiative to propose adjustment of activities depending on needs and circumstances.

Handle Staff Management

Manage, coach and build capacities of the UNICEF project teams, which are the Service and Operations, Infrastructures and Behavioral Change.

Develop JDs and Recruit staff, whenever needed.

Provide leadership and coaching to the direct reports in terms of project management and quality implementation.

Effectively manage the performance of direct reports ensuring performance agreements, regular performance reviews, and annual appraisals are done. Address performance or behavioral issues when they arise.

Together with the Program Manager and technical Specialist, plan and provide opportunities for capacity building to project team in consultation with P&C Department to ensure coordinated technical and personal development.

Project team is aware of the project objectives and requirements and performance reviews are conducted as needed

Perform other duties as required

Attend all project related meetings within WVL, and with the sector, donors, and local authorities as needed.

Attend and participate in capacity building trainings locally and internationally.

Attend and participate in WVL’s spiritual nurture and other organizational events.

Act responsible of own security and actively contribute to a positive security culture.

Report Child Protection (CP) incidents as per the safeguarding policy guidelines.

Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.

Perform other duties as assigned by Line Manager.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:

Required Professional Experience

Minimum of five (5) years of experience in working within WASH departments in a relief or development NGO - preferably in both emergency response and development settings.

Minimum or 3 years of experience in WASH project management including teams’ management.

Experience in design management and implementation of emergency WASH humanitarian projects, including qualitative and quantitative approaches to baselines, end line, monitoring, evaluations and learning activities and report.

Strong ability to review and write various types of financial and narrative reports including donor reports.

Ability to develop understand, explain and contextualize project management tools.

Good contextual knowledge of local community and social/cultural constraints, realities and organizational relationships.

Good knowledge of and experience with humanitarian guidelines and principles.

Communicates with integrity to different stakeholders (strong interpersonal skills).

Ability to work effectively and under pressure.

Organization, planning, and time management skills.

High-level communications skills and information dissemination skills.

Ability to build positive relationships in a cross-cultural environment.

Previous experience in planning, ‎implementation, and quality assurance.

Ability to maintain performance expectations in diverse cultural and difficult / sensitive contexts.

Has strong knowledge of core principles of Children Rights, Participation, Do No Harm, as well as SPHERE standards.

Required Education,

training, license,

registration, and

certification

Bachelor degree in Civil Engineering, Mechanical Engineering, Public Health, Water Management,, or other relevant field of studies.

Valid Lebanese driving license for more than three (3) years.

Ability to write very good quality reports in English.

Excellent English communication skills are required.

Experience in working in multiple areas across Lebanon. Previous working experience in the Beqaa is a plus..

Preferred Knowledge

and Qualifications

Working knowledge within the humanitarian field.

Understands fundraising, relief, development and advocacy issues, including operational consequences.

Understands international standards in humanitarian protection and accountability (e.g. HAP, SPHERE, Red Cross Code of Conduct, etc).

Requirement

60% office work 40% fieldwork.

Position requires willingness and ability to continue to function during a crisis, including during a World Vision response to a manmade or natural disaster.

The position requires availability and willingness to work outside regular office hours occasionally.
