CIP Coordinator: Camp Improvement Project (CIP) for a Palestinian refugee camp in refugee camp in Lebanon

This GIZ project supports the Palestinian refugee community together with The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in implementing participatory planning processes in Palestinian refugee camps. In the frame of these processes the refugee community together with UNRWA will engage in and manage a process to negotiate refugee camp priorities and establish more inclusive decision-making structures. As part of the Camp Improvements Project (CIP), stakeholders are creating a comprehensive, integrated and strategic plan that addresses the severely deteriorating living conditions and identifies innovative solutions. Through the CIP, UNRWA works with the refugee community in the camps to develop plans that identify and prioritize the needs of the refugee population through an inclusive and participatory process of negotiation, and then establish a concrete work plan.

The objective of the measure is to implement a participatory planning process in a Palestinian refugee camp and to increase the involvement of the refugee community in processes to improve their living conditions.

The incumbent’s main role will be to implement the Camp Improvement Program main objectives by leading Camp improvement processes in Lebanon based on comprehensive, integrated, multi-disciplinary and participatory approaches. The output will primarily be in the form of camp improvement plans and implementation of crucial and innovative projects in the context of Palestinian camps in Lebanon. Such projects aim to achieve improvements in the camps urban conditions through physical and socio-economic interventions and through empowering local communities in leading Camp improvement processes and projects at advanced stages of the project.

The scope of work includes:

  • Support the UNRWA CIP (Camp improvement plan) team in facilitating the participatory planning processes in the frame of the CIP
  • Support the CIP working group on fulfilling its mandate
  • Laise between the camp, area and filed level within UNRWA

Competences assessment:

  • Working Experience in knowledge of UNRWA processes and structures
  • knowledge of CIP Methodology and its implementation
  • Experience in implementing architecture and urban planning activities in Lebanon
  • Knowledge of working with the Palestinian Community in Lebanon
  • Knowledge about and working experience with the relevant Palestinian and Lebanese authorities in Lebanon
  • Communication / interpersonal skills
  • Profound knowledge of the English language.
  • Profound knowledge and writing skills of the Arabic Language
