General Description:
Reporting to the Regional Projects Manager, the Programme Coordinator will be responsible for the Development and Humanitarian Cooperation Partners’ projects and portfolios. The Programme Coordinator will follow up closely on partners’ projects and implementation plans, ensure standards and quality are met across all project cycles. The Programme Coordinator will work closely with other team members and departments to ensure quality project implementation as well as enhancing the capacity of local partners. Under the supervision of the Project Manager, the Programme Coordinator will be working on continually improving partners’ capacities and designing projects addressing societal and developmental gaps.
Partners’ Relationship Holder:
- Lead on relationships with partners including supporting in the selection and mapping of new partners.
- Follow up on partners’ implementation plans and support partners in developing proposals, project frameworks and other required project tools.
- Assess the organizational and programmatic capacities of partners, address technical and management gaps and provide, with the support of the project manager, an adequate capacity building plan for partners at different organizational levels.
- Follow up on administrative processes including reporting, proper documentation, and other tasks as needed.
- Ensure partners are following NPA’s guidelines and principles.
- Ensure quality implementation of projects and act as a focal point between partners and NPA.
- Follow up on partners’ budgets and reports and ensure financial and narrative reporting are in line with NPA’s guidelines and policies.
- Conduct planned and ad-hoc meetings to partners’ offices and centers in different areas of implementation.
- Follow up on remote management and third party monitoring when in person partner visits are not possible
Project Management:
- Ensure proper implementation of the project cycle management along all projects.
- Participate in relevant meetings and events including cluster coordination mechanisms.
- Prepare project documents and payments in coordination with relevant teams while following NPA guidelines.
- Follow up on project indicators and outputs in close collaboration with the MEL Manager
Programme Development:
- Support the Regional Projects Manager in developing proposals, concept notes, and reporting as per donor’s compliance.
- Support the MEL manager in developing monitoring and evaluation frameworks and tools relevant to DHC projects and partners.
- Identify gaps and recommend solutions by conducting continuous follow up with partners, meeting stakeholders, and analyzing the context.
- Support in fundraising efforts including the design of projects and the selection of partners.
General/Others:
- Support the Regional Projects Manager in ensuring quality implementation of projects and timely and accurate partner reporting.
- Ensure proper archiving of all documentation pertaining to the projects and partners
- Ensure close collaboration with other departments, including Finance, Communication, and MEL.
- Perform other duties as assigned by the Regional Projects Manager.
Experience and knowledge:
- Advanced university degree (Bachelor degree or equivalent) in Business, law, international relations, social sciences, and communications or in a related area.
- A minimum of 2 years of progressively responsible experience in Project Coordination or Project Management.
- Experience with implementing development and humanitarian programmes, including programme design, implementation, and monitoring and evaluation.
- Experience and knowledge of the humanitarian and development context and situation in Lebanon and the region.
- Experience and enthusiasm for working within the partnership model, organizational development of partners, and capacity development of local actors (NGOs, CBOs, movements).
- Experience in report writing.
- Experience and knowledge of effective financial and budgetary control.
- Experience working in a multicultural and/or international work environment.
