General Background
The Senior Programme Assistant (SPA) works under the Programme unit in the UNHCR Country Office in Beirut which oversees all the humanitarian programmes that are implemented by UNHCR and its partner organizations. The Programme unit is responsible for supporting the operation centrally and across the four Field Offices to plan for, implement, and report on the impact and results of UNHCR programmes. The SPA is directly supervised by the Associate Programme Officer and overall reports to the Senior Programme Officer.
The selected candidate will be accountable to perform duties as reflected in the job description, within their delegated authorities, in line with regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, the selected candidate will be required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.
Purpose and Scope of Assignment
The selected candidate will support with the collation, analysis and reporting of data available through UNHCR data collection tools and platforms. The SPA will deploy Business Intelligence (BI), Data Management and reporting tools to create informative and automated reports that would support decision making on budgeting and performance management issues.
The SPA will remain up to date on UNHCR guidance and instructions and will liaise with Field Offices, sectors, and partner organizations for technical guidance on programmatic and implementation matters. She/he will remain informed on the latest developments on the roll out of the UNHCR revised Results Based Management framework (COMPASS), the new Project Management solution (PROMS), and the new Cloud ERP project. She/he will be equipped to provide regular support to sectors and field operations on various system related queries. The SPA helps maintain and strengthen the Programme Unit online workspace on Microsoft Teams.
The SPA uses corporate tools to process various transactions such as requisitions, receipts, payment vouchers, payment requests, and Purchase Orders related to Cash Based Interventions (CBI).
The SPA coordinates and leads discussions with sectors in Beirut to complete quarterly programme financial and performance reviews. She/he generates expenditure reports and conducts periodic budget vs. expenditure analysis. The SPA regularly monitors Direct Implementation activities to monitor implementation progress and spending levels ensuring adequate and timely planning.
Monitoring and Progress Controls
- Contribute to the review and analysis of operations plans, mid-year and year-end reports, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. Generate and maintain records of implementation rate (performance progress and expenditures) on a regular basis.
- Use UNHCR’s corporate tools (e.g. COMPASS, MSRP, Activity Info) for core activities related to planning, budgeting, implementation and reporting, generating data for evidence-based programmatic decisions and analysis.
- Provide administrative assistance and support in routine services and activities within Programme
- Assist in organizing and documenting the selection of partners in accordance with the policy on selection and retention of partners, ensuring due diligence to meet the requirements of projects

High school diploma essential
Technical qualifications, a bachelor or higher degree in the field of data management, project management or similar is desirable
b. Work Experience
Essential: Demonstrated experience in Programme Management, advanced computer skills.
Desirable: knowledge of the humanitarian Operations Management Cycle and related processes.
c. Key Competencies
Essential: Computer skills (in MS office) including advanced Excel skills (pivot tables, data management, etc), experience in Power BI.
Desirable: knowledge of project management and Results Based-Management.
