WASH Engineer (Head of Engineering Department)

SUMMARY

The WaSH Engineer will ensure day-to-day field supervision and coordination of all engineering works taking place during the lifetime of the project, focusing primarily on water and sanitation systems. The project will provide access to improved water and sanitation services for vulnerable Syrian Refugees and host communities. The WaSH Engineer will maintain impartiality and neutrality in dealing with all stakeholders. He/she will be responsible for the day-to-day Project implementation that focus on increasing access to safe water and sanitation services/facilities to Syrian refugees and host communities. This will also include municipalities engagement, scale up & sustainability, promotion of Syrian and Lebanese participation in project activities.

ESSENTIAL JOB FUNCTIONS:
  • Latrine Installation and Rehabilitation:
    • Analyze and prepare carefully the assessment data gathered by the HP team in order to understand the communities need on latrines, water tank and grey water pits.
    • Inspect all WaSH Infrastructure and provide certification reports.
    • Mapping, report and monitor expenditures, budgets, and track activity expenses.
    • Follow up on latrine installation and pit construction in IS and out-of-IS.
    • Follow up on grey water pit construction
    • Follow up on rehabilitation of existing latrines, pits and sanitation systems.
    • Track the progress of installation and rehabilitation of sanitation facilities.

 

  • Waste Water systems installation and rehabilitation:
    • Follow up on the installation of new waste water systems.
    • Follow up on the rehabilitation of pre-installed waste water systems.

 

  • Oversee day to day project implementation and ensure effective and timely completion of the WaSH intervention according to project specifications and standards.
  • Supervise the implementation of the technical components of the project; ensure proper project implementation, full compliance with required standards and specifications.
  • Conduct WaSH facility assessments to determine scope of work, resource requirements, and estimated costs.
  • Monitor WaSH intervention progress as per regulations and standards.
  • Manage weekly field plans/reports to be submitted to WaSH Coordinator.
  • Jointly with other WaSH team members, conduct emergency assessments and Support in establishing and maintaining proper project documentation and records, including but not limited to: needs assessments questionnaires, monitoring, consolidated list of beneficiaries, photos etc.
  • Prepare all BOQs for installation and rehabilitation of latrines.
  • Supervise the BOQs of the Sanitation Engineer related to waste water systems.
  • Identify equipment and material needs by developing detailed bill of quantities (BOQ), and in co-operation with the logistics team assess what is available in the local market.
  • Follow on and update technical resources (e.g. strategic framework, standard operating procedures (SOPs), manuals) to guide Sawa Group WaSH Infrastructure through interventions, drawing from international best practices, along with field specific observations.
  • Conduct trainings for project staff and refugees on WaSH infrastructure monitoring, operations, and maintenance.
  • Development, support, capacity building and training of volunteer labor “Reparation and Rehabilitation Groups” in all Sawa intervention areas.
  • Collect and analyze all the reports for the Engineer department.
  • Follow up with the request of equipment and consumables from WaSH Coordinator.
  • Other duties as assigned by Management.

 

Training and Capacity Building:

  1. Attend all trainings planned and evaluate these trainings.
  2. Suggest any topic for future trainings based on the needed skill or knowledge.
  3. Attend all meetings and training held by the donor.
  4. Participate in Sanitation/ Engineering thematic group.

 

General Policies:

EDUCATION:

Master degree in Engineering: Environmental Engineering, Water and Groundwater science, WaSH or any relevant education.

Minimum of 2 years of experience as WaSH Engineer

Certificate in ArcGIS, C1 in English is a plus.

SKILLS
  • Strong analytical skills, solid reporting methods.
  • Professional in the reading and design of CAD and GIS maps..
  • Ability to work effectively under stress in emergency and other situations;

  • Solid commend of fluent English spoken and written is a must.
