1. Purpose (Please highlight the general functions for which the position is responsible. Why does the position exist and what must it accomplish)

CARE International foundation and its Mission, are built around life saving, fighting poverty and social justice programming. CARE International Lebanon programs offer variety of spectrum with emergency and development programs across the board throughout the country. CARE International presence in Lebanon stems from 2006, and recently it has been relaunched in 2014 to support Syrian refugees that were displaced in Lebanon from ongoing civil War. 

 

Currently, CARE International presence is throughout the country with offices in Beirut and Tripoli. Our main program sectors are; Gender-Protection, Food Security Livelihood and Shelter with aspiration to work on Environment and Governance areas in forthcoming period. Currently programming is focused on addressing multi-challenges faced by the most vulnerable in Lebanon: a) vulnerable communities affected by Lebanon socio-economic crisis; b) Syrian refugees hosted throughout the country; c) citizens affected by Beirut Explosion; and d) addressing COVID 19 needs in areas of FSL and protection. 

 

CARE Lebanon has scaled up rapidly over the past few years and today it has just about 9 staff members, implementing all its programs via different local/national organization partners. 90% of the team is composed of national staff with symbolic number of internationals present. Currently, CARE Lebanon is involved in important planning processes such as Country Strategic Programme Plan, and planning to complete renewal of Gender, Protection, and FSL strategies.  Subsequently it is expected to have Partnership and Advocacy Strategies developing this year.

This position administers Tripoli staff/personnel for delivery and operations

4. Specific Duties and Responsibilities

Describe the major responsibilities, principal tasks, competencies and end results for which the position is accountable (limit responsibilities to five). Responsibility #1: Program implementation

Program Operations

  • Manage the design and implementation of programme and operational activities in the North Lebanon, effectively using the assistance of PDI technical advisors and operational support staff.
  • Manage multiple grants across multiple sectors, ensuring that projects and reports are delivered according to CARE International and donor contractual requirements, within the agreed timescale and budget.
  • Working with the Director of Program Implemenetation to develop North Lebanon response plan
  • Working closely with the Director of Program Development and Impact, to support fundraising including development of high quality concept notes and proposals.
  • Attend inter-agency coordination in the North Lebanon area, and ensure smooth info-flow for the CO leadership
  • Implement effective safety and security procedures as per S&S Coordinator guidelines for the area office, ensuring that these are updated and revised at regular intervals and that new programmes are built around security considerations.
  • Manage and motivate area staff to perform highly in their respective roles and responsibilities. This will include leading on area staffing structure, recruitment, performance management and staff wellbeing

 

Responsibility #2: Lead on emergency preparedness and response activities for CARE Lebanon

  • Under the auspices of CIL CD, lead on emergency response plan in cooperation with Director of Program Implementation
  • Update EPP plan, staffing structures and as needed the protocols
  • Ensure CIL is prepared for any new spikes in the forthcmoing period to respond
  • Supprot as needed DCD Support and other members leading the Contingency Plans for the forthcmoing years
  • Support in drafting and developing Contingency Plans for the CIL upon request from CD
  • Organize and conduct rapid needs assessment in cases of onset emergencies
  • Support and prepare regular Humanitarian Sitreps for CO as requested
  • Work with the Tas in development of Emergency Sector Plans among others, including Gender in Brief

Responsibility #3: Area Manager for Tripoli Office

  • Ensure Tripoli operations are running smoothly
  • Represent CIL in Tripoli with other institutions and stakeholders (in the absence and under authorization of CD)
  • Support smooth flow of administrative, supply chain and other functions in Tripoli office
  • Organize the setup and forms of the Tripoli day to day operations
  • Ensure accountability lines in Tripoli office are clear
  • Represent Tripoli office voices in CO structures
  • Represent CARE in all NGO coordination meetings
  • Participate actively on issues that are of major challenge for the NGOs and report back to the CD

b. Experience: Number of months/ years of previous professional experience in a similar position.

Examples: languages; planning; budgeting; word-processing, basic accounting; advanced written communications; presentations; fundraising; training/facilitation, etc.

  • More than 3 years of experience in experience in a similar role working in security and safety functions
  • Excellent knowledge of Lebanon context, areas and its communities. Driving License required for this position.
  • Strong analytical skills, computer literacy, and excellent documentation and communication (oral and written) skills are essential.
  • Demonstrated ability to work under pressure, excellent planning skills and provide timely quality information and reports
  • Ability to work well with a team and establish relationships with other teams/offices
  • Cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures with highly developed interpersonal skills and fluency in English
  • Familiarity with Good command of Excel, Word, and Outlook

 

 

c. Academic background: ex. high school diploma; college degree (specify major/minor); specialty (ex. Accounting). Include the following phrase when possible: “or equivalent combination of education and work experience.”

Bachelor’s degree in social sciences, Humanitarian leadership, business administration, or any relevant experience.

Master’s Degree Desirable.
