Protection Officer

Basmeh and Zeitooneh is a registered Lebanese organization, committed to serving refugees and vulnerable communities in Lebanon, through four community centers across the country. The organization runs educational, relief, livelihoods, and protection programs, and aims to serve as an inclusive and supportive focal point for the entire community.

Reports To: 

  • Protection Program Manager
  • Project Manager

Job Purpose: The Protection officer is responsible for overall protection activities (CP/GBV) implementation, coordination, team capacity building, and technical support to maintain and expand Protection programming.

Major Activities : 

(Any additional task strictly related to the role and necessary for the implementation of the activities.)

  • To contribute to the definition of the protection strategy for the B&Z protection program
  • Provide updates and analysis of the protection situation in the area of operation.
  • Provide support to the development of potential assessments in new thematic and/or geographical areas, in order to expand the protection portfolio
  • Support the design of potential funding opportunities for Protection programming
  • Responsible for the appropriateness and quality of protection interventions
  • Provide clear support and supervision and mentoring of the Protection team through regular field visits, meetings with the staff in accordance with the recommendation of the Project manager and Regional Protection Technical Manager.
  • Ensure that the services provided in the different projects adhere to best practices and global standards.
  • Support the integration of the Protection Programming with the other sectors, Livelihood, Education, Basic Assistance.
  • Coordinate, supervise and build the capacity protection team
  • In collaboration with HR and LC Manager, support the recruitment of protection staff
  • Build the capacities of the key Protection staff through comprehensive need assessment and training plan
  • Organize training and identify capacity building for relevant LC staff including teachers.
  • Organize a monthly internal joint working group with all the key Protection staff and education staff.
  • Provide technical guidelines and support to PM
  • Provide direction to staff in the implementation of the work planning, targets, challenges, relative to the Protection component
  • Support the Project Staff in the planning and the monitoring of the achievement of the activities, deliverables. Works with the PM on corrective measures.
  • With the support of the Program Manager, provide feedback on the monthly monitoring tool to PMs, notably on the technical part.
  • Support the Project staff in producing high-quality donor reports (in their protection sections)
  • Safeguarding and child protection:
  • Ensure the best practices in B&Z safeguarding measures and child protection policy as well as code of conduct.
  • Conduct refresher training and coaching session on CP and safeguarding to protection and no protection staff whenever needed.
  • Refer to Functional Supervisor in HQ for technical support and advice
  • Fulfilling other duties and responsibilities of a similar level as needed.

Education & Experience :

  • Education: Advanced university degree in social work or related area. A Master's degree is a plus.

Experience:

  • 2 years of job experience relevant to the function, in a comparable environment with non-governmental organizations.
  • Excellent interpersonal skills.
  • Prior experience in delivering tasks according to tight deadlines.
  • Professional experience in case management (CP/GBV)
  • Good skills in anticipating problems and developing solutions; - Excellent organizational and planning skills.
  • Ability to work on own initiative.
  • Ability to deal with administration and documentation.
  • Willingness to travel frequently to rural field locations.
  • Knowledge of English written and spoken.
  • Computer literacy, particularly in Microsoft Office programs such as Word and Excel as well accounting packages & other database competencies.
  • Working knowledge of a range of donor rules and regulations.

Competencies

Functional: 

  • At least 2 years in humanitarian assistance and international relief and emergency experience in the same position,
  • Experience in conflict/post-conflict contexts, with experience in supporting emergency responses, access and security analysis, and management
  • Good expertise in protection, with a focus on CP/SGBV
  • Ability to set high standards for quality of work and quick adaptability and flexibility in a stressful environment
  • Ability to manage human, technical, administrative, and financial resources.
  • Facilitating and encouraging open communication in the team, communicating effectively.
  • Previous achievement in Project Proposal Writing.
  • Perfect knowledge of all the phases of the PCM.
  • Ability to work in partnership with local organizations and under stressful conditions.
  • MS. Proficiency (word, excel, etc.)
