Objectives:
NCLW and UNICEF are seeking to hire a GBV Expert to:
- Review and update materials developed by MEHE and UNICEF by mainstreaming gender, GBV and child marriage in them
- Develop a GBV referral pathway based on the CP one.
Specific tasks:
- Collecting and compiling relevant material (guidance, manuals, booklets, toolkits) developed in Lebanon, in the Arab world, and internationally that will serve as a reference for the update of the CP policy and PSS tools, taking into consideration the lessons learned and trying to adapt them to the Lebanese context.
- Reviewing the CP referral pathway and developing a GBV one in close collaboration with MEHE especially the CP unit at DOPS.
- Coordinate with relevant stakeholders within MEHE and later on with other relevant ministries (MOSA, Moph…) to get their feedback on the GBV referral pathway and their clear role in it
- Getting the final approval of MEHE, NCLW, and UNICEF and, on the final version of the GBV referral pathway.
- Reviewing and updating CP Policy, PSS tools, and other relevant documents at MEHE to mainstream gender, GBV and child marriage in them in close collaboration with the CP unit at DOPS.
- Getting the final approval of MEHE, NCLW, UNICEF on the final versions of CP policy, PSS tools prior to the design and publication phases.
- Training DOPS counselors on the adapted GBV referral pathway, and on adaptations made to the CP Policy and PSS tools, as per the needs identified at MEHE. Give session to DOPs counselors on GBV awareness session to be given in schools.
- Conducting meetings with concerned parties and stakeholders (concerned ministries and CSOs) to follow up on the adapted policy and PSS tools.
- Identifying with MEHE what actions could be taken to tackle barriers to girls’ access to education. Planning actions/ meetings with relevant stakeholders to tackle barriers with close coordination with MEHE.
- Roll- out the updated referral pathway and policy to the relevant departments at MEHE in close collaboration with DOPS.
- Work closely and give advices to the MEHE gender committee and also support the update of their work-plan.
Expected deliverables:
- CP Policy is updated
- PSS tools are updated
- GBV referral pathway is developed.
- Training.
Reporting:
- An introductory meeting is to be held between the GBV Expert, MEHE, NCLW, and UNICEF teams to get introduced to the project and the purpose of the CP policy, PSS tool and GBV referral pathway.
- Periodical meetings to be held with the DOPS director and Technical & Field Officer at NCLW to keep them updated on work progress and challenges.
- Periodical meetings to be held with MEHE, NCLWand UNICEF team to keep them abreast of the main findings and to get clearance on tasks performed.
