Food Security & Livelihood Database Officer

The FSL Database Officer will operate and maintain the database and data collection/ backup hardware of the FSL Department in the South. He/ she will overview the cycle of data gathering and basic data reporting (quantitative and qualitative). Additionally, the Database Officer will support the FSL team and different departments at Action Against Hunger in its Tyre Base with the creation of digital accounts for targeted beneficiaries, ensuring data accuracy, checking, and verifying all the information about the beneficiaries to ensure a smooth implementation of money transfer processes.

Objective 1: To operate and maintain ACF’s FSL database (55 %)

  • Design coherent database templates/systems to ensure efficient data entry
  • Design data validation/ verification tools to minimize errors
  • Cross check data among several forms to ensure data consistency
  • Compile data from different sources into a centralized form
  • Conduct statistical analysis that facilitate efficient decision making
  • Operate and maintain the database, creating tables, queries, report templates for ad-hoc assessments and data collection exercises and needs.
  • Operate the database for data output ensuring regular updates and report of figures and statistics from the projects.
  • Ensure confidentiality and security of the database and files.
  • Support the design and development data collection and analysis tools and guidelines.
  • Code the assessment on kobo to ensure automated data entry
  • Extract data and scoring of assessments as requested by the line manager for project implementation.

Objective 2: To create user accounts and IDs for ACF beneficiaries and follow up with the agent (45%)

  • Check and verify all the information about the beneficiaries and ensure the avoidance of any duplication,
  • Create of user accounts with accurate information for the project beneficiaries,
  • Act as focal point for the money transfer platforms such as Cash United, to follow the case with the admin department
  • Report any technical problems to the agent and act on any technical problems to ensure a smooth user creation
  • Ensure that the created number and ID/other legal documents profile refer to the appropriate beneficiary
  • Make sure that the beneficiary exists and approve by the system
  • Create the list of beneficiaries per area and project according to AAH policy
  • Submit the list of beneficiaries with ID number to the technical team

Objective 3: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan
  • Respect the safety measurements specified in the mission during emergency situations and the COVID-19 protocols.

Objective 4: Others

  • Potential support to other ACF departments and bases to ensure coordination when needed
  • Conduct field visits if required and requested (i.e., to ensure data quality and follow up on data collection techniques and skills)
  • Respect of ACF Charter and internal rule
  • Be committed to participate to any other work to achieve the project goals
  • This job description is not exhaustive and may be changed or amended by the FSL PM and Head of Base when necessary, according to the base needs

Objective 5: To support other humanitarian activities of ACF

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Promote gender equality within the humanitarian and/or development work

Requirements:

 

  • Bachelor’s Degree in computer science, statistical studies or any other field related to data management,
  • Good experience in the professional data entry, cleaning, validation, verification, and analysis.
  • Designing coherent database to manage large number of records with interdependent activities and designing statistical quantitative report
  • Experience of minimum two years in the field of Database Management
  • Professional experience of minimum 1 year in a similar position in an NGO.
