TEAM PURPOSE: Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity, within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under three main programmatic pillars: A Humanitarian Pillar, a Human Rights and Economic Justice Pillar, and the Beirut Response Pillar. The purpose of the Humanitarian Pillar is to ensure that marginalised women and men, including refugees from Syria and Lebanese, are able to have safe access to water, sanitation and hygiene promotion (WASH), attain their rights to life, security, protection and assistance, and that they are enabled to support their own basic needs, develop their livelihoods, all in a manner that respects and maintains their dignity.

JOB PURPOSE: The role will combine technical support and collaboration in the implementation of gender-sensitive community-level protection activities, vulnerability assessment for cash-based interventions, monitoring and evaluation of programme activities, as well as collaboration and coordination among partners. The officer will ensure liaison and coordination of the partner’s work and link their work with the rest of Oxfam’s protection and cash work in Tripoli, Lebanon. In addition, the officer will support partner’s activities and budget planning, monitoring and evaluation activities, donor reporting and will assist in responding to capacity building needs in collaboration with other programme staff.

Key Responsibilities:

Management

  • Responsible to ensure the quality and compliance with sector and Oxfam standards in the implementation of the protection and cash components of the project;
  • Join and support partners in field activities, adopting and implementing a community-based protection approach (community mobilisation, assessment of vulnerable cases for cash assistance, delivery of information about services and entitlements, local–level advocacy and monitoring protection issues affecting target population…);
  • Coordinate the joint work of partners for project activities targeting same areas and communities, ensuring the overall direction and objectives of the project are maintained, and that activities are delivered in line with project timelines and standards;
  • Under the supervision of the PM, work with partners’ teams to develop and regularly monitor work plans and spending plans for project implementation that ensure project activities are implemented properly in line with donor requirements;
  • Responsible for analysing data from referrals and producing referral analysis reports upon request;
  • Coordinate with the Monitoring, Evaluation, Accountability and Learning (MEAL) team for the design and implementation of all MEAL activities together with partners for all stages (baseline and endline, learning reviews, project indicators monitoring, and other relevant monitoring activities), and ensure learning is captured and that programme activities are adapted accordingly;
  • Actively contribute and engage in report writing and review partners’ project reports, support in the production of MEAL-related reports and submit to PM and coordinators on a regular basis as needed.
  • Work closely with the Project Assistants to ensure that cash documentation is accurately completed, compiled and returned to the Finance Department in a timely manner;
  • Act as a liaison between communities, Social Development Centres, and the Oxfam office regarding cash-related activities and report any identified issues to the Project Manager;
  • In coordination with the partners and the Social Development Centres of the Ministry of Social Affairs, monitor the identification of households in the community, vulnerability assessments, and protection referrals to ensure the smooth running of the project;
  • Facilitate project communication across various departments at Oxfam including finance, HR, communication, policy…
  • Undertake a range of administrative duties and tasks that may reflect substantial variety
  • Undertake regular field trips to the project sites with the purpose of performing monitoring assessments; develop reports and make a follow up on recommendations
  • Periodically report on RAIS, Activity Info and other reporting systems

  • Manage resources (people, money, assets, supplies, information and organizational knowledge) proactively
  • Provide support in coaching and guidance for Oxfam, partner and SDC staff that will boost their capacity to deliver results;
  • Shape roles and assignments in ways that leverage and enhance people’s capabilities
  • Involve staff in decisions and plans that affect them

  • Adapt management style according to employee needs

  • Relevant work experience of 2 to 3 years in working and connecting with organisations, services and different communities
  • Demonstrable experience in community mobilisation, as well as with local authorities and civil society engagement
  • Experience of designing and facilitating community workshops, activities and events where everyone feels able to attend and contribute
  • In depth knowledge and understanding of community-based protection, in addition to an understanding of gender inequalities
  • Good understanding and knowledge in application of do no harm, conflict sensitivity principles and ICRC standards and ethics for protection work
  • Good levels of spoken and written English and Arabic
  • Proven analytical skills with proven skills in drafting and preparing reports
  • Strong facilitation skills and ability to deliver capacity building training sessions
  • Experience of balancing time between multiple projects and responsibilities, including responding to volunteers, attending various meetings, and completing administrative tasks
  • Willingness to work in insecure environments and a high level of adaptability and initiative

 

Desirable

  • Degree in gender studies, sociology, anthropology, or any other related field.
  • Experience contributing to reports, project plans, and monitoring, evaluation and learning processes
  • Understanding of monitoring and evaluation processes, learning, and adaptation
  • Previous experience working with communities in Tripoli
