Call for Proposals - Voter Education and Engagement in the Electoral Process

Your Deliverables

DRI is interested in receiving proposals from established and experienced organisations. We encourage two or more organisations to co-apply as implementing partners.

DRI foresees at least two voter education and engagement activities ahead of the parliamentary elections, and at least six voter education and engagement activities ahead of the municipal elections. Advantage will be given to applicants proposing more than the minimum number of activities within the above mentioned budget.

The activities should be implemented in different regions selected in consultation with the selected organisation(s). The assignment consists in providing the necessary technical know-how and guidance to deliver these sessions from end to end in close coordination with DRI.

Under the supervision of and in close coordination with DRI, the selected organisation will:

  • Design and implement the assignment as per a time-based work plan approved by DRI;
  • Develop, review, and finalise voter education and engagement materials for Lebanese citizens in alignment with DRI’s project objective and outputs, covering the following topics:
  1. Electoral laws, voting procedures, and the importance of citizens’ active participation in elections;
  2. Electoral oversight mechanisms and what voters can do to achieve accountability;
  3. How corruption, campaign financing, and vote-buying influence elections;
  • Support DRI in developing audio-visual content on voter education for social media use.
  • Deliver interactive voter education and engagement sessions for voters that include role plays, discussions, and simulations;
  • Submit an Activity Concept Note before every activity detailing the objective, tools, and techniques used, as well as the consultant/facilitator details and the activity materials;
  • Evaluate the knowledge gained by the participants by preparing and delivering pre- and post-activity questionnaires, in addition to testimonials and a general evaluation sheet for each activity;
  • Submit an Evaluation Report following every activity, summarising the main takeaways from the session and the evaluation results as per DRI’s Activity Report format;
  • Ensure that DRI’s guidelines, mission, values, and visibility are adhered to throughout the assignment;
  • Hold regular coordination meetings with DRI team to monitor the progress and effectiveness of the assignment;
  • Mainstream gender equality and social inclusion throughout the process, especially for women, youth, and persons with disabilities.

Your Skills and Experience 

 

Applicants should demonstrate that they can fulfil all the requested tasks and that the implementing staff members and/or consultants meet the following profile:

  • A Lebanon-based organisation (local or international).
  • Experts with a university degree in law, political sciences, social science, public policy, or relevant fields; 
  • Experts with at least 7 years of experience in electoral systems and processes, and election observation;
  • Experts with at least 7 years of experience in training and facilitation using interactive tools;
  • Strong track record working on democratisation, human rights, political reform, and civic engagement;

  • Full working proficiency in English and Arabic languages.

Submission of Proposal

Organisations that are interested in this assignment, should  send their application to info.lebanon@democracy-reporting.org, with e.haddad@democracy-reporting.org cc’d, consisting of: (see document attached)

  1. All documents listed under the Technical Evaluation Part in Annex I – Technical and Financial Evaluation Form
  • Profile of organisation and Curriculum Vitae of team members and/or hired consultants
  • Samples of previous work (publications, curricula, reports, materials)
  • Methodology and curriculum proposal (max. 4 pages)
  1. Annex II and Annex III duly completed, stamped, and signed
  2. Financial offer in Euros, disaggregated by unit type and rate per unit including expert daily rate (as per the table provided in Annex IV)

The organisations will be evaluated 70% on their technical application and 30% on their financial offer (see Annex I – Technical and Financial Evaluation Form).

This Call for Proposals does not entail any commitment on the part of DRI. DRI may cancel the tender at any time without assigning any reason.
