The evaluation will cover STD Project carried out from 2018 – 2021, covering all the locations where the pilots is implemented. The evaluation should assess the extent to which the BGMF project has achieved the intended objectives and must document significant learning from the initiative. The evaluation must assess the extent to which the project’s design and implementation contributed to its ability to realise intended outcomes. Additionally, it should assess the technology innovation process and products to ensure lessons are well documented to inform replicability and identify opportunities for future innovations. It must identify missed opportunities and deepen the knowledge and understanding of the successes, failures, assumptions, options and limits of the project and the innovations.
