Background

  1. About DRI

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. It has been established in Lebanon since 2016. DRI promotes the political participation of citizens, accountability of state bodies and the development of democratic institutions worldwide. Democratic discourse is the basis of our mission and vision. In our work, we facilitate discussion and exchange about democratic government and the need for a continuous discourse adhering to democratic rules.

 

In the framework of its Lebanon project “A bottom-up reform agenda for Lebanon: Supporting youth, women, and civil society actors to expand civic space”, DRI is empowering civic actors, particularly women and youth, to participate in the political process, and is engaging civic and public actors in political reform to advance a good governance agenda.

 

  1. Assignment Overview

Ahead of the May 2022 elections, DRI wants to launch a country-wide advertising campaign to increase voters’ awareness of, and engagement in the upcoming May 2022 parliamentary elections. The campaign will specifically target young voters, especially first-time voters, women, marginalised groups, and – most importantly – disenchanted voters who are considering not to vote. The campaign will revolve around the importance of voting and the potential that the next election has in making a significant change if disenchanted citizens “Get Out The Vote” (GOTV). The campaign should have a fully integrated outreach across traditional and digital media channels, comprising outdoor and indoor displays (roadside billboards, posters, TV video spots) and social media posts.

 

Your Deliverables

DRI is interested in receiving applications from established and experienced agencies.

 

Under the supervision of, and in close coordination with DRI, the selected agency will:

  1. In line with the assignment description, develop prior research on increasing voters’ awareness and engagement ahead of the 2022 parliamentary elections”, and present credible information and data to act on;
  2. Provide a detailed work plan for the execution of the assignment from end to end;
  3.  Deliver reports describing the different implementation phases, starting from the inception phase, the production phase, material dispatching, and statistical reporting on the end result of the campaign, as required by DRI;
  4. Produce eye-captivating displays that encourage the audience to engage within the promoted topic;
  5. Develop a creative TVC concept, provide mood boards, and execute them upon DRI’s validation;
  6. Ensure that the audio-visual materials are creative, concise, and to the point, while noting that the end products are copyrighted to DRI;
  7. Lead the campaign in a creative manner, while meeting the agreed deadlines and expected quality standards;
  8. Promote the campaign on national media outlets, in close coordination with DRI;
  9. Show clear visibility of DRI logos and the campaign’s slogan and/or hashtag;
  10. Design mobile, desktop, and tablet friendly materials;
  11. Create subtitles in both English and French languages;
  12. Produce at least two video spots with a clear timetable that includes potential TV channel spot availability, date of production, first draft submission, and date of publishing;
  13. Produce at least six stills suitable to be used as outdoor posters (billboards and/or Unipole billboards) and social media posts, shared with a timetable, a billboard location table, and the final samples before printing;
  14. Ensure that the final outcomes are genuine, creative, easy to understand, crystal clear, and deliver the right key messages;
  15. Ensure that DRI’s guidelines, mission, values, and visibility are adhered to throughout the assignment.

Your Skills and Experience

Applicants should demonstrate that they can fulfil the requested tasks and that the implementing staff members and/or consultants meet the following profile:

  • A Lebanon-based agency (local or international);
  • Experts with an advanced university degree in advertisement, graphic design, visual communication, video production, art direction, digital marketing, or relevant fields;
  • Have an expertise in developing the requested materials, namely designing of advertising campaigns and production of video content;
  • A proven track record and portfolio of previously organised campaigns of similar nature;
  • Writing and working proficiency in Arabic and English;
  • A strong portfolio record addressing political issues in Lebanon;
  • Ability to copywrite concisely and compellingly in a style requiring minimum revision, using a gender and diversity sensitive language.

Agencies that are interested in this assignment, should  send their application to info.lebanon@democracy-reporting.org, with e.haddad@democracy-reporting.org cc’d, consisting of: 

  1. All documents listed under the Technical Evaluation Part in Annex I – Technical and Financial Evaluation Form, i.e.,
  • Profile of the agency and Curriculum Vitae of team members and/or hired   consultants
  • Previous work samples (TVCs, advertisements, billboards/Unipoles, mood boards)
  • Concept note and methodology (max. 5 pages)
  1. Annex II and Annex III duly completed, stamped, and signed.
  2. Financial offer in Euro, disaggregated by unit type and rate per unit including expert daily rate (as per the table provided in Annex IV).

The expert will be evaluated 70% on their technical application and 30% on their financial offer (see Annex I – Technical and Financial Evaluation Form).
