Procurement and Grants Manager

The project will run for 5 years and started in September 2021. The position is based in Beirut, Lebanon. This position will start on March 13, 2022 as full-time local employee contract.

Role and Responsibilities

Overview summary statement of position. The Procurement and Grants manager reports to the Director of Finance and Administration.

The position is responsible for the following:

  • Ensure compliance with the appropriate rules and USAID regulations in providing procurement support for project staff and activities,
  • Ensure compliance with IMC Worldwide policy and governmental regulations related to procurement, sub-grants and sub-contracts.
  • Monitor contracts and purchase orders issued to vendors and follow up as necessary to ensure compliance with terms and conditions in coordination with INARA’s technical and operations teams.
  • Monitor commercial vendor agreements as assigned.
  • Prepare the required approvals to ensure compliance within IMC Lebanon and USAID requirements.
  • Conduct market research in coordination with both technical and non-technical team.
  • Oversee the sub grant management process including compliance, implementation of grant agreement, modifications, audits and reporting.
  • Lead all sub-grant and grants announcements, briefings and reviews. Ensure grant management in accordance with relevant regulations, including but not limited to reporting, audits, and performance monitoring in accordance with INARA policies and USAID regulations.
  • Work directly with local, regional or international vendors, service providers, and subcontractors to obtain quotations and/or initiate procurements of requested commodities, works, and services.
  • Liaise with vendors and subcontractors and serve as their point of contact throughout the procurement process: arrange bidder meetings, compile clarification questions from bidders and work with INARA’s technical team to prepare responses; coordinate evaluation committees, vet vendors and service providers, etc.

 

  • Coordinate with Subcontractors and Vendors on payment.
  • Assist in Due Diligence and Vetting process.

Required Qualifications

  • Bachelor’s degree in Business or related field.
  • At least 8 to 10 years Procurement experience in USAID projects or similar donors.
  • Previous work experience in USAID projects in Lebanon.
  • Experience in managing grants portfolio.
  • Good communication skills – verbal and written Arabic and English.
  • Proactive in anticipating problems and promoting the function.
  • Ability to work with diverse teams in a fast-paced environment
  • Experience with USAID procurement mechanisms, such as subcontracts and grants, and familiarity with relevant USAID rules and regulations
  • Well organized and self-directed individual with sound technical skills, analytical ability, good judgement, and high ethical standards
