Gender & Protection Technical Officer [Female Candidate]

Basmeh and Zeitooneh is a registered Lebanese organization, committed to serving refugees and vulnerable communities in Lebanon, through four community centers across the country. The organization runs educational, relief, livelihoods, and protection programs, and aims to serve as an inclusive and supportive focal point for the entire community.

Basmeh & Zeitooneh (B&Z) is hiring a Gender & Protection Technical Officer to be based full-time in Beirut at the B&Z HQ in Furn El Chebbak.

Reports To :

Operationally: Civil Society Enablement, Programs Manager.

Technically: Regional Protection Technical Manager

Job Purpose:

Basmeh and Zeitooneh Civil Society Enablement Unit - CSEU supports the diverse components of civil society in the region. Starting from the foundational capacities, to the provision of tailored small grants and not ending with the progressive support in order to enable these components to sustain themselves and the impact they are willing to pursue.

The Gender and Protection Technical Officer is responsible for developing, reviewing, and continuously adjusting the CSE Unit’s productions such as organizational and individual capacity development policies, guidelines, project proposals and concept notes, and training materials. In addition to applying relevant gender, protection and safeguarding lenses over the received capacity-building applications and relevant project proposals as well as over the implemented interventions in the framework of the CSE Unit’s scope in compliance with Basmeh and Zeitooneh global policies, SOPs, and guidelines.

Major Activities :

  • Provide the technical support related to gender and protection aspects to CSE unit programmatic interventions and its relevant social participation.
  • Support the program and project teams with developing the relevant tools/SOPs, such as project proposals and concept notes, log frames, progress and assessment reports as well as advocacy-oriented productions.
  • develop monitoring tools for the protection and safeguarding mainstreaming.
  • Lead on designing, coordinating, and facilitating the CSE Unit’s conventions and campaigns related to gender and protection aspects in the region.
  • Lead on developing/adapting/contextualizing relevant manuals and guidelines targeting civil society and community-based organizations that aim to increase their awareness and consideration of gender and protection-related aspects.
  • Act as safeguarding focal point for all relevant interventions and provide the necessary support and assistance to the involved team members.
  • Guide and coach the beneficiary civil society and community-based organizations (and other civil society components of different structures) on developing and/or reviewing their policies and procedures from gender and protection lenses.
  • Guide and coach the beneficiary civil society and community-based organizations on designing, planning, implementing, and evaluating their community-based interventions from gender and protection lenses.
  • Provide CSE Unit staff members and CSE Unit beneficiary CSOs and initiatives with gender, protection, and safeguarding capacity development through the provision of tailored support and training workshops.
  • Provide relevant data, technical information, results, plans, briefs... serving the proposal development process.
  • Mentor the delivery of the project activities in the context of effective protection and safeguarding policies and procedures of Basmeh and Zeitooneh and its relevant partners/donors.
  • Mentor the changes to the project scope, project schedule, and project costs from a safeguarding and gender lens.
  • Review and relevantly adjust the necessary relevant productions, including project proposals, log frames, budget, calls for applications/participations, application guidelines and application templates, presentations, materials of induction and information sessions, social media, and audiovisual content, in compliance with B&Z relevant policies and procedures.
  • Review and evaluate the received proposals and strategic organizational capacity development plans prepared by the beneficiary CSOs and initiatives.
  • Guide and assist the relevant trainers, consultants, and coaches in developing curriculums and materials used in capacity Development.
  • Lead on promoting and mainstreaming gender, protection, and safeguarding principles among the beneficiary initiatives and organizations.
  • Participate in the relevant meetings with the coalition members.
  • Participate in the advocacy for refugee rights and their contextual situations with deep coordination with B&Z Advocacy Unit.

People Management : 

  • Design and draft the R-RLOs project team terms of reference and job descriptions.
  • Line-manage the R-RLOs project team members according to B&Z policies and procedures, including - and not limiting to - three Portfolio Development Officers and a Liaison Officer.

Education & Experience :

  • The ideal candidate is expected to hold a bachelor's degree in gender and/or social sciences. A Master’s degree in a relevant field will be considered as a plus
  • A minimum of 3 years of relevant work experience in a relevant position is necessary (a reference check will be conducted, according to HR Unit judgment).
  • A relevant work experience in promoting or advocating refugee leadership will be considered a plus.

Competencies:

Functional: 

  • Express efficient and purposeful work independently with limited guidance;

  • Express a clear and logical understanding of the displacement context;
  • Prove sound computer and cloud-based, collaborative soft skills (MO, Google Suite, Accounts Tracking and Management, and internet surfing); and
  • Prove sound research and relevant analytical skills.
  • Familiar with CHP (core humanitarian principles), SPHERE, CMPS (child protection minimum standards), IASC GBV guidelines (inter-agency standing committee gender-based violence guidelines.).
  • Ability to work under pressure and with very short notice and deadlines.

The ideal candidate is an excellent team worker and team supporter, that is able to actualize the aimed objectives with a dedicated focus on developing co-workers' skills and competencies, yet from a doing-no-harm and dispute-resolution perspective.
