Solidarités International (SI) is an International NGO working with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specialized for nearly 40 years in the coverage of vital needs, S.I. takes charge of emergency and reconstruction programs.

ABOUT THE JOB

 

General objective:

 

Under the Supervision of the Construction Deputy WASH Program Manager (DPM), the WASH Technician will support proper operations of WASH facilities installed in Informal Temporary Settlements (ITS or IS) by ensuring maintenance and reparation interventions. He/she will collaborate with the Construction DPM in assessing and reporting the needs for maintenance and reparation of WASH facilities in ITS, as well as monitoring their proper functioning and efficiency. He/she will partake in the design of WASH facilities considering maintenance and reparation aspects. The WASH technician will be based in Akkar.

 

The main challenges:

  • The Team Leader will have to coordinate with multiple departments to ensure that the sites are receiving enough quantities of water per person per day.
  • Understanding the severity for the needs.

 

 

Priorities for the 2/3 first months:

  • Follow up on Quality of water deliver and ensure safe discharge
  • Get Involved in the emergency response
  • Develop close collaboration with different department inside SI
  • Ensure field-level coordination and relations with key stakeholders

 

 

 

 

Responsibilities and main activities:

List of main responsibilities:

  • Assess maintenance and reparation needs on WASH facilities installed in IS, and monitor its functioning and efficiency, on a regular basis.
  • Participate in the implementation of WASH needs assessments, using different tools such as, household level questionnaires, focus group discussions, and field visits.
  • Based on technical assessment, define and design the intervention to be implemented for maintenance and reparation, including bill of quantities for materials, tools, manpower and cost estimates. Also, support the Construction DPM to select the most adapted modality of work when additional manpower or private company specific intervention are needed.
  • Participate in the planning of maintenance and reparation interventions on WASH facilities, based on Solidarites International (SI) capacity and companies contracted.
  • Ensure the supervision of maintenance and reparation interventions on WASH facilities, following SI quality standards, when implemented by workers hired by SI or a private company contracted by SI.
  • Upon request from his/her line manager, participate to community engagement activities on maintenance and reparation and provide technical support.
  • Provide technical training for community volunteers, members of WASH committees and stakeholders’ staff, based on needs identified by his/her line manager.
  • Support the definition of a preventative maintenance plan (procedures, scheduling, etc) for regular maintenance of WASH facilities in IS and make propositions for improvements and/or correction of installations/ equipment/ facilities.
  • Ensure quantity, quality and state of maintenance and repair consumables and materials in SI stock. List the needs and share with his/her line manager.
  • Ensure proper management, safeguard and maintenance of work tools and materials under his/her responsibility, as well as organisation of SI workshop and stock.

Monitoring, Evaluation, Accountability and Learning

  • Conduct on-site regular visits to monitor the functioning and efficiency of water, wastewater treatment systems installed in ITS, as well as related solar power systems.
  • Monitor the use, storage and quality of the tools provided to youth and WASH committees for maintenance activities based on community engagement approach.
  • Upon his/her line manager request, partake in water and wastewater sampling activity, monitor the water filter at household level and wastewater treatment at communal level and provide technical support on the usage.

 

Reporting

  • Notify the manager of any problems occurring during his/her service, in particular any loss, damage, theft or attempted break-ins.
  • Ensure timely submission of high-quality reports (weekly, monthly, final) and supporting documentation.
  • Ensure the proper archiving of data related to project implementation.

YOUR PROFILE

 

Education

  • A Bachelor’s or diploma degree/technician or equivalent in electro-mechanical engineering or, field expertise in the solar system, water, and sewers maintenance.

Experience

  • Minimum of 2 years of experience providing electrical, water, and sewers implementation and/or maintenance
  • Previous experience working with NGOs or related technical field capacity in the field.
  • Knowledge of Lebanese context and previous experience working in North Lebanon-Preferred.
  • Proven previous experience in emergency water trucking, desludging, chlorination, and water quality analysis.

Knowledge and technical skills

  • Experience in Electro-mechanical maintenance and implementation and solar system.
  • Installation, maintenance, and repair of water and sewers mains, service connections, valves, hydrants, and other facilities of a water/wastewater system
  • Advanced knowledge on soft components linked with chlorination, water filters, and sanitation removal side effect.
  • Good and proven written and spoken English are required.

SI WILL OFFER YOU

 

A salaried post:  1615 USD as a basic salary

Vacation: 1.5 days/month
