TIF - BIEE Researcher

Background and Context

The TIF project purpose is to facilitate export of Lebanese goods and services to generate foreign exchange through investments that simultaneously promote job creation, income generation, and improved livelihoods throughout the country.

TIF has three objectives:

1) Increased exports of Lebanese goods and services

2) Investment facilitation leading to increased domestic investment, and

3) Improved business and investment enabling environment.

These objectives cover four selected sectors:

1) Agro-Food Processing

2) Manufacturing

3) Knowledge Economy and Services

4) Tourism and Hospitality

In March 2021, TIF launched its Annual Program Statement, where it invited all key stakeholders in each of TIF sectors to submit their development plans and concept notes through Formsite.

As a next step leading to achieving TIF’s objectives, co-creation activities and round tables for the approved development plans started, in partnership with the private sector. These activities will result in the implementation of sector strategies supporting the TIF’s sectors by its respective selected partners.

The objective of this assignment is to engage a BIEE (Business and Investment Enabling Environment) Researcher with high technical, analyitical and synthesis skills to support TIF team and its partners with BIEE research activities, policy analyses, editing and reporting, for the purposes of a successful implementation.

Research and Analysis

The consultant will support TIF Team in researching and analyzing BIEE related issues, more particularly in:

1. Researching national and international legislation related to the abovementioend sectors.  
2. Keeping TIF team updated on the changes of the abovemetioned legislation.
3. Analyzing and synthesizing the researched content.

Editing and Reporting

The researcher will assist TIF team in:

1. Editing and proofreading the BIEE related documentation shared by TIF partners.
2. Reviewing BIEE reports shared by TIF partners.

Duties

To achieve the above objectives the BIEE Researcher will work directly under the supervision of  the Legal and Regulatory Policy Manager to develop and organize the implementation of each objective.

For each of the two objectives mentioned above, the consultant will undertake the following duties and the project will include the following phases:

       Objective 1: Research and analysis

• Phase 1: Assist in researching national and international legislation related to the abovementioend sectors. 
• Phase 2: Update the TIF team on national and international legal and regulatory changes that affect the implementation of BIEE activities by TIF partners.
• Phase 3: Analyse and synthesize the researched content.

       Objective 2: Editing and reporting

• Phase 1: Assist in editing and proofreading the BIEE related documentation shared by TIF partners.
• Phase 2: Assist in reviewing BIEE reports shared by TIF partners.

Deliverables

       Objective 1: Research and analysis

• A detailed research report.
• A synthesis of the researched content.
• An analysis of the researched content.

        Objective 2: Editing and reporting

• An edited version of the shared BIEE documentation.
• A reviewed version of the shared BIEE reports.

Location of Assignment

 The location of this assignment is across Lebanon and online

Level of Effort and Period of Performance

Part-time consultancy from March 2022 until March 2023, 5 days per month, a total of 60 days for the entire duration of the consultancy.

Reporting and Supervision

 The consultant will take direction from the Legal and Regulatory Policy Manager.

Qualifications:

• Bachelor’s degree, preferably in law.  
• At least 10 years of professional and technical experience in the legal field.
• Experience with international donors is highly desirable.
• Strong interpersonal and communication skills and ability to liaise with diverse stakeholder groups.
• Strong communication skills - both written and oral – in English and Arabic.
